The Mob Boss Who Faked Madness for 30 Years

0:00
A man shuffles down Sullivan Street in
0:02
Greenwich Village. It is the middle of
0:05
the day. He wears a bathrobe. His
0:08
slippers scrape the pavement. He mumbles
0:11
to himself. Disconnected syllables,
0:14
fragments of nothing. To the tourists
0:17
and the neighbors, he is a sad figure, a
0:21
man lost inside his own mind. But on the
0:24
fifth floor of Federal Plaza, less than
0:27
three miles away, agents of the FBI have
0:31
a different photograph of this same man.
0:34
In their files, he is not lost at all.
0:37
He is Vincent G. Gante. And according to
0:40
federal intelligence, he is the most
0:43
powerful mob boss in the United States.
0:46
This is the contradiction that would
0:48
consume federal prosecutors for over
0:52
three decades. A man who could barely
0:54
dress himself, allegedly running a
0:57
criminal empire [music]
0:59
worth hundreds of millions of dollars. A
1:02
man declared mentally incompetent by
1:06
multiple psychiatrists while reportedly
1:09
issuing orders that reached from New
1:11
York to New Jersey, from construction
1:13
sites to union halls. The question was
1:17
never whether Vincent G. Gante existed.
1:20
[music] The question was which one was
1:22
real? This documentary is based on court
1:25
records, federal filings, and published
1:28
investigative reporting. Some dialogue
1:32
is reconstructed from testimony and
1:34
verified sources.
1:39
What makes this case different from
1:41
every other mob prosecution in American
1:44
history is not the violence.
1:47
It is not the money.
1:49
It is the performance
1:52
because if Gant T was faking and
1:56
prosecutors would eventually argue that
1:59
he was then he had fooled judges,
2:03
psychiatrists,
2:04
hospitals and the legal system itself
2:08
for longer than most criminal careers
2:11
last. And if he was not faking, then the
2:16
FBI had spent decades pursuing a
2:19
seriously ill man. Either way, the
2:23
verdict would change everything.
2:36
Vincent Louie G. Ganti was born on March
2:39
29th, 1928
2:42
in Manhattan. He was one of five sons
2:44
born to Salvador and Yolanda G. Ganti,
2:48
Italian immigrants who settled in the
2:51
crowded tenementss of the lower east
2:53
side. The neighborhood was dense with
2:56
poverty, ambition, and organized crime.
3:00
By his teenage years, Gant Ti was
3:03
already moving in circles that had
3:06
nothing to do with school. He trained as
3:08
a boxer, a light heavyweight with enough
3:11
skill to go professional. He fought in
3:14
the late 1940s under the name Chin,
3:17
reportedly a shortened version of his
3:19
mother's pet name for him, Chenzano.
3:23
The nickname would follow Gant Ti for
3:26
the rest of his life. But boxing was not
3:28
where the money was, and he learned that
3:31
early. By the early 1950s,
3:34
Ganti had been drawn into the orbit of
3:37
Veto Genov, the boss of one of New
3:40
York's five families. The Genov's family
3:44
was not the loudest. It was not the
3:46
flashiest, but according to law
3:49
enforcement assessments that would
3:51
accumulate over the following decades,
3:54
it was arguably the most disciplined.
3:57
And discipline, as G. Ganti would prove,
4:01
was a weapon. On May 2nd, 1957,
4:05
a gunman walked into the lobby of the
4:08
Majestic Apartments on Central Park
4:10
West. The target was Frank Costello, the
4:13
so-called prime minister of the
4:15
underworld and the man who still
4:18
controlled the Genovese's family in
4:20
name. The gunman called out. Costello
4:23
turned. A single shot grazed the side of
4:27
his head. The shooter was identified by
4:30
a dorman. It was Vincent G. Gante. He
4:33
was 29 years old. The bullet did not
4:36
kill Costello, but it sent a message
4:39
that could not be unheard. Costello
4:42
retired. Genov's consolidated power. And
4:46
G. Ganti, the man who had pulled the
4:49
trigger, proved his loyalty in the only
4:52
currency that mattered.
4:56
[bell]
4:57
Years later, a federal prosecutor
5:00
involved in the case would describe that
5:03
moment as the beginning of the myth. The
5:06
Costello hit is where Gant Ti learned
5:09
the most important lesson of his career,
5:11
not how to shoot, how to disappear
5:13
afterward. The case went nowhere, no
5:16
conviction, and from that point on, Chin
5:19
understood. If you control the
5:20
perception, you control the outcome.
5:22
>> Ganti was charged with the attempted
5:25
murder of Frank Costello. But the case
5:28
collapsed. Costello himself refused to
5:31
identify his attacker, testifying that
5:34
he had not seen the shooter's face.
5:37
Whether this was fear, protocol, [music]
5:39
or some unspoken arrangement, the result
5:42
was the same. Gigganti walked free. And
5:46
he had learned something that no prison
5:48
sentence could have taught him. The
5:50
system could be beaten, not with guns,
5:53
but with silence and stage aircraft.
5:59
Through the 1960s and 70s, G. Ganti rose
6:03
steadily within the Genovese's family
6:06
hierarchy. He operated largely in the
6:08
shadows, avoiding the kind of public
6:11
attention that had doomed other mob
6:13
figures. While John Gotti would later
6:16
court the cameras, G. Ganti did the
6:19
opposite. According to federal
6:21
intelligence assessments, by the late
6:24
1970s,
6:26
he was functioning as one of the
6:27
family's top decision makers. And then
6:30
something changed. Sometime around 1969,
6:35
according to later federal court
6:36
filings, G. Ganti began checking himself
6:40
into psychiatric hospitals. He began
6:43
receiving diagnosis schizophrenia,
6:46
dementia, psychosis.
6:48
He began his walks through Greenwich
6:50
Village. He began the performance that
6:53
would last for more than 30 years.
7:00
Sullivan Street in Greenwich Village
7:02
became his stage. Every few days,
7:05
sometimes more often, Gant would emerge
7:09
from his mother's apartment, unshaven,
7:12
wearing pajamas or a bathrobe, shuffling
7:15
in slippers. He would mutter. He would
7:19
stare at nothing. He would appear
7:21
utterly lost. Neighbors knew him. Some
7:25
pied him. He was to the casual observer
7:28
a broken man. But according to the
7:30
testimony of multiple cooperating
7:33
[music] witnesses who would later come
7:35
forward, that broken man was holding
7:38
meetings, issuing orders, settling
7:41
disputes between crews, approving or
7:44
denying significant criminal operations.
7:48
They said G. Ganti allegedly ran the
7:51
family not from an office but from
7:54
behind closed doors in private [music]
7:57
apartments in social clubs even
8:00
reportedly during walks where his
8:02
mumbling [music] would stop the moment
8:04
the right person was beside him. And
8:06
there was one rule according to multiple
8:09
informants. No one was allowed to say
8:12
his name. Members of the Genovese's
8:15
family were reportedly instructed never
8:18
to speak the name Ganti or even Chin.
8:22
Instead, they would touch their chin, a
8:25
silent gesture when referring to the
8:27
boss. It was, if true, an extraordinary
8:31
piece of operational security, a mob
8:34
boss whose own soldiers could not say
8:37
his name out loud. A former FBI agent
8:41
who worked organized crime in New York
8:44
during the 1980s described the
8:47
frustration to journalists.
8:49
We knew we knew he was running things.
8:53
Every informant, every wiretap fragment
8:56
pointed to Chin, but every time we tried
8:59
to build a case, we hit the same wall.
9:01
His lawyers would produce the
9:03
psychiatric records, the hospital
9:06
admissions, the diagnosis, and a judge
9:09
would say the man was unfit to stand
9:12
trial. It was like punching smoke. The
9:16
medical paper trail was formidable.
9:18
Between 1969 [music]
9:20
and the mid 1990s,
9:23
Ganti had accumulated an extensive
9:26
record of psychiatric treatment. He had
9:29
been admitted to hospitals. He had been
9:31
evaluated by psychiatrists who, in good
9:35
faith or otherwise, [music] diagnosed
9:37
him with serious mental illness. These
9:41
were not forged documents. They were
9:43
real medical records from real
9:45
institutions and they formed a wall that
9:48
prosecutors could not easily [music]
9:50
breach.
9:55
But the act had its own cost. To
9:58
maintain the performance, G. Ganti
10:01
reportedly lived a diminished public
10:03
life for decades. No restaurants, no
10:07
visible luxury, no entourage.
10:11
While other mob bosses drove expensive
10:14
cars and ate at the best tables in
10:16
Manhattan, G. Ganti shuffled through his
10:19
neighborhood looking like a man who
10:22
could not remember his own address. The
10:25
myth protected him, but the myth also
10:27
imprisoned him in its own way. Trapped
10:30
inside a role he could never break
10:32
character from, not even for a moment.
10:35
And then there were the families.
10:37
Plural, G. Ganti had a wife, Olympia,
10:41
and children. He also maintained a
10:44
long-term relationship with a woman
10:46
named Olympia Espazidto, reportedly the
10:50
mother of several of his other children.
10:52
According to later court proceedings, Gi
10:55
Ganti would move between these two
10:58
households, always under the cover of
11:01
his mental illness. The bathrobe was not
11:04
just a costume. It was an operating
11:06
system. One cooperating witness whose
11:10
identity was protected in court filings
11:13
described the reality behind the act.
11:17
You go see him and he'd be in the robe
11:19
shuffling around. But the second the
11:22
door closed and he knew it was just
11:24
family, just business. He was sharp,
11:28
clear. He'd ask you questions about
11:30
money, about who was talking, about
11:33
problems. There was nothing wrong with
11:35
his mind. Nothing. This was the FBI
11:39
central dilemma. They had informants
11:41
saying one thing. They had medical
11:43
records saying the opposite. And in a
11:46
courtroom, medical records carried
11:49
enormous weight. To prosecute Gant Ti,
11:53
the government would not only need to
11:55
prove criminal conduct. They would need
11:57
to prove beyond a reasonable doubt that
12:01
the man was sane. That every diagnosis
12:04
was wrong, that every hospital admission
12:07
was theater. It was in legal terms an
12:10
almost unprecedented challenge.
12:14
>> [music]
12:18
>> The case began to turn in the early
12:20
1990s. The Genov's family, long
12:24
considered the most insulated of the
12:26
five families, was no longer
12:29
impenetrable. The RICO statue, the
12:33
racketeer influenced and corrupt
12:35
organizations act, had given federal
12:38
prosecutors a structural weapon, and
12:41
informants were beginning to talk. Not
12:44
just street level soldiers, men who had
12:47
been close to Ganti himself, one of the
12:50
most significant cooperating witnesses
12:53
was Peter Savino, a Genovese associate
12:57
who had been involved in the family's
12:59
window replacement racket, a scheme that
13:02
had allegedly defrauded the New York
13:04
City housing authority of millions.
13:08
Savino agreed to cooperate with the
13:10
government and his testimony placed
13:13
Ganti at the center of the conspiracy
13:16
not as a confused psychiatric patient
13:19
but as the decision maker. According to
13:22
court records, Savino's testimony was
13:25
specific. He said Gant T set prices
13:30
identified who would be paid and knew
13:32
the numbers in detail. For prosecutors,
13:36
that mattered because it replaced the
13:38
image of a confused patient with the
13:41
record of a manager, deliberate,
13:43
informed, and in control. In 1990, a
13:47
federal grand jury in the Eastern
13:50
District of New York returned an
13:52
indictment against G. Ganti. The charges
13:55
were sweeping. Racketeering, conspiracy,
13:59
murder, conspiracy, extortion, and labor
14:02
racketeering.
14:03
But the indictment immediately ran into
14:06
the same wall that had blocked
14:08
prosecutors for years. The lawyers for
14:11
Ganti moved to have him declared
14:14
incompetent to stand trial and the legal
14:17
battle over his mental state became a
14:19
trial before the trial. What followed
14:22
was a series of competency hearings that
14:25
would stretch across years.
14:27
Psychiatrists for the defense testified
14:30
that G. Ganti suffered from severe
14:32
mental illness that he was incapable of
14:36
understanding the charges against him,
14:39
incapable of assisting in his own
14:41
defense. Psychiatrists for the
14:44
prosecution examined the same man and
14:47
reached different conclusions. The
14:49
courtroom became a theater of competing
14:52
medical opinions, and at the center of
14:55
it sat a man in a bathrobe who appeared
14:58
to stare at the floor.
15:01
Federal prosecutors in Brooklyn made a
15:04
decision that would define the case.
15:06
They would not just argue that Gant T
15:09
was faking. They would build a parallel
15:12
record, surveillance footage, informant
15:15
testimony, wiretap evidence showing
15:18
Gante behaving rationally when he did
15:21
not know he was being watched. The
15:24
argument was structural. The medical
15:26
diagnosis were real, but the condition
15:29
was performed. FBI surveillance teams
15:33
had spent years documenting the
15:35
movements of G. Gante. They had footage
15:38
of him entering and exiting buildings.
15:41
They had records of visitors to his
15:43
mother's apartment. They had intercepted
15:46
conversations,
15:48
not his own because Ganti reportedly
15:51
never used a telephone, but
15:53
conversations among his associates that
15:56
referenced his orders, his decisions,
15:59
his authority. The paper trail did not
16:02
capture him directly, but it captured
16:04
the shadow he cast over every operation.
16:09
In court, the prosecution's position was
16:12
blunt. According to trial transcripts,
16:16
>> this defendant has spent 30 years
16:18
creating a fraudulent psychiatric
16:20
history to avoid prosecution. Every
16:23
hospital admission, every diagnosis,
16:26
every shuffling walk through Greenwich
16:28
Village, it was all part of a deliberate
16:30
strategy. And it worked. For 30 years,
16:33
it worked. We are here to prove that it
16:35
was a lie.
16:36
>> The defense countered with what they had
16:38
always countered with the records.
16:42
Decades of psychiatric evaluations,
16:45
multiple independent diagnosis, hospital
16:48
admissions that could not simply be
16:50
waved away. The lead defense attorney
16:54
for Ganti argued that the government was
16:57
so desperate for a conviction that they
16:59
were willing to put a seriously ill man
17:02
on trial. The jury would have to decide
17:05
not just guilt or innocence, but reality
17:08
itself.
17:10
The attorney for Ganti addressed the
17:13
jury directly according to published
17:15
trial accounts.
17:17
>> They want you to believe that this man,
17:19
this man who has been treated by
17:21
psychiatrists for decades, who has been
17:24
hospitalized repeatedly, who can barely
17:27
function, they want you to believe he's
17:29
been acting for 30 years. Ask
17:32
yourselves, does that make sense, or
17:34
does the government simply need a
17:36
villain?
17:40
>> [music]
17:41
>> The trial held in the summer of 1997 in
17:45
federal court in Brooklyn lasted several
17:48
weeks. The prosecution called
17:51
cooperating witnesses. They presented
17:53
surveillance evidence. They called their
17:56
own psychiatric experts. The defense
17:59
presented its own experts, its own
18:01
records, its own version of the man. And
18:05
through it all, G. Gant Ti sat in the
18:08
courtroom, diminished, silent,
18:11
apparently uncomprehending.
18:13
The jury watched him. Everyone watched
18:16
him. And the question remained, which
18:19
man was real.
18:25
On July 25th, 1997, the jury returned
18:29
its verdict. guilty
18:33
on all counts.
18:35
The court had already ruled that Gant Ti
18:39
was competent to stand trial. Now the
18:43
jury found him guilty in the
18:45
racketeering case. The government had
18:48
spent years building. The man in the
18:51
bathrobe had finally been convicted as
18:55
the boss the prosecutors said he was.
19:03
G. Gant T was sentenced to 12 years in
19:07
federal prison. He was 69 years old. For
19:12
a man who had spent decades avoiding
19:15
even the inside of a courtroom. The
19:19
sentence was a demolition,
19:22
not just of his freedom, but of the
19:25
performance itself. The bathrobe had
19:28
been stripped away. The act was over. Or
19:33
so it seemed.
19:39
Even after the conviction, the lawyers
19:42
for G. Ganti continued to maintain that
19:45
he was mentally ill. In prison,
19:48
according to reports, he continued to
19:51
exhibit symptoms. The question of
19:53
whether the act had somehow become real,
19:56
whether decades of performing madness
19:59
had left their own mark was raised by
20:02
some observers. But the legal system had
20:04
rendered its judgment and the judgment
20:07
was clear. One juror speaking to
20:10
reporters after the trial described the
20:12
decision.
20:14
>> It was the witnesses, the people who had
20:16
been in the room with him. When you hear
20:18
someone say he was sharp, he was in
20:20
control. He knew the numbers. And then
20:22
you look at him sitting there in court
20:24
pretending he doesn't know where he is.
20:26
At some point, you have to decide who's
20:29
telling the truth. We decided.
20:35
And then 6 years after the conviction,
20:39
the final piece fell into place. In
20:41
2003,
20:43
facing additional federal charges,
20:46
Vincent G. Ganti did something no one
20:49
had expected. He admitted it through his
20:53
attorneys. Ganti acknowledged that he
20:56
had feigned mental illness for decades
20:59
to avoid prosecution. The admission was
21:02
part of a plea agreement. It was
21:04
delivered quietly in legal filings
21:07
without drama, but its meaning was
21:09
enormous. The longest running act in
21:12
American criminal history was by the
21:16
defendant's own admission exactly that
21:19
an act.
21:23
The Ganti verdict changed federal
21:26
prosecution of organized crime in ways
21:29
that are still felt today. It
21:31
established
21:33
in practice, if not in formal legal
21:36
doctrine, that competency claims could
21:38
be challenged through surveillance,
21:41
cooperating witness testimony, and
21:43
behavioral evidence gathered outside the
21:46
clinical setting. It demonstrated that
21:49
the government could win a case where
21:51
the central question was not just what
21:54
the defendant did, but whether the
21:56
public persona in court matched the
21:59
person described in the evidence and it
22:02
sent a message to criminal
22:03
organizations.
22:05
Competency claims when weaponized had
22:08
limits. A legal scholar who studied the
22:12
case described its broader implications.
22:16
Garanti didn't just test psychiatric
22:19
evidence. He tested the entire
22:22
competency system. And when he was
22:26
convicted
22:27
and especially when he admitted the
22:30
fraud, it forced courts across the
22:32
country to look more critically at
22:35
competency claims in organized crime
22:38
cases. The system learned from it even
22:42
if the legal rules did not. suddenly
22:45
transform overnight.
22:59
Vincent G. Ganti
23:02
died on December 19th, 2005
23:06
at the United States Medical Center for
23:10
Federal Prisoners in Springfield,
23:12
Missouri. He was 77 years old. He had
23:17
spent the final years of his life in
23:20
federal custody. Far from Sullivan
23:24
Street, far from the village, far from
23:27
the bathrobe that had defined his public
23:31
existence.
23:32
The cause of death was reported as heart
23:36
disease.
23:43
The Genov's family, according to law
23:46
enforcement assessments, did not
23:48
collapse with the conviction of G.
23:51
Ganti. It continued. It adapted. It
23:55
remained by many accounts one of the
23:58
most resilient organized crime families
24:01
in the country. The system Gant Ti built
24:05
or inherited and perfected survived the
24:08
man himself. That is perhaps the most
24:11
unsettling part of the story. The boss
24:14
was removed. The structure was not. And
24:17
there remain questions that the verdict
24:20
did not answer. How many psychiatrists
24:23
genuinely believed G. Ganti was ill and
24:27
how many, if any, were compromised?
24:31
Federal investigators reportedly
24:34
explored that possibility, but public
24:37
records do not appear to show any doctor
24:40
charged specifically over the
24:42
psychiatric history attached to G.
24:45
Gante. The medical files remain.
24:49
Real diagnosis attached to a
24:52
performance.
24:54
A ghost record.
25:00
A retired FBI agent who worked the case
25:04
against Gant T for years offered a final
25:09
thought in a published interview. The
25:12
thing that stays with me is the time. 30
25:17
years.
25:19
He did this for 30 years.
25:22
And the system,
25:24
our system
25:26
couldn't stop it for 30 years.
25:30
We got him eventually.
25:33
But I think about all the cases that
25:35
didn't get built. All the witnesses who
25:38
aged out or died, all the years he
25:42
operated freely because we couldn't get
25:45
past the bathrobe.
25:47
The verdict was justice, but it was late
25:52
justice.
25:53
And late justice always leaves a mark.
26:07
Sullivan Street is quieter now. The
26:11
apartment where the mother of Gant T
26:14
lived is still there. The sidewalk where
26:17
he shuffled in his bathrobe is still
26:20
there. But the man is gone. And what
26:24
remains is not a legend. It is a record
26:29
incomplete, disputed, and haunted by the
26:33
question that no verdict can fully
26:35
close. Not whether Vincent G. Gant T was
26:39
guilty. The jury answered that, but
26:43
whether a system that could be deceived
26:46
for 30 years has truly learned from the
26:50
deception. The bathrobe hangs in no
26:53
museum. The files sit in federal
26:57
storage, and the ghost of the
26:59
performance
27:01
lingers in every competency hearing that
27:04
follows.
