Footage shared by Carmel Mayor Sue Finkam showed a major failure along Hazel Dell Parkway, where part of the roadway collapsed near Blue Woods Creek after flooding caused sinkholes in the area. Both directions of the parkway south of 106th Street and nearby pedestrian paths were closed. The White River reached 24.6 feet in neighboring Noblesville, surpassing the previous record of 23.8 feet set in 1913. Carmel was among communities to declare a state of emergency as flooding affected Hamilton County. Forty people were evacuated from 41 homes in the city, while residents of two care facilities near Hazel Dell Road were moved as a precaution. Hamilton County also declared a state of emergency, with widespread flooding forcing the closure of more than 30 roads across the county.
