Rescue officials said efforts were hampered by a shortage of excavators and other heavy equipment needed to remove large concrete sections. Tens of thousands of Palestinians are living in buildings damaged during the war because of limited alternative shelter, while the United Nations estimates that hundreds of structures across Gaza remain at risk of collapse.
