For a time, there was a stereotype that films in the Marvel Cinematic Universe just didn't have the villains that DC films did. It didn't help that characters like Batman and Superman have some of the most famous enemies in all of comics. But the early MCU films didn't really develop their villains too well, with the obvious exception of Loki.
