Why Was Moses Disciplined For Striking The Rock Twice, Numbers 20 Vs Exodus 17
3 views
Feb 19, 2025
It has often been said that the New Testament is in the Old concealed and the Old is in the New revealed. Such is the case with two accounts recorded for us in Exodus 17 and Numbers 20. Today I want to compare and contrast those two passages with the sole purpose of understanding why Moses was denied entrance into the land of Canaan.

hello good morning this is taiva
0:01
times.com and today we are going to be
0:04
looking at on the old testament i know
0:07
i've been studying the book of hebrews
0:09
but i just wanted to take a quick detour
0:12
and look at a significant uh significant
0:14
passage in on the old testament it is
0:17
often said
0:19
by a lot of people that the old is in
0:21
the new revealed and the new is in the
0:24
old concealed and this is so true
0:26
because when you go and read certain
0:29
passages there is so much truths that we
0:32
see
0:32
that are explained in the new testament
0:34
oftentimes jesus himself will quote a
0:37
certain passage when he talked about he
0:39
is the true bread of bread from heaven
0:41
and he was looking at the instance in in
0:44
the old testament where god brought the
0:46
manna and jesus refers to himself as the
0:49
man and the true man
0:50
and then paul and
0:52
and the the apostles they quote a
0:55
scripture from the old testament to
0:56
explain what those passages meant
0:59
so
1:00
this is the case for on exodus 17 and
1:04
numbers 20.
1:05
we read in those passages
1:07
an important event that happened that's
1:09
when the people of israel are in the
1:11
wilderness the desert and there's no
1:12
water and on one occasion god tells
1:15
moses to use his staff to strike a rock
1:17
and then water will come out of it and
1:19
then on another occasion when god and
1:21
tells moses to speak to the rock to
1:24
yield its water and moses doesn't really
1:26
obey the instructions and he strikes the
1:29
rock twice and then he is uh disciplined
1:31
by god tells moses you are not going to
1:33
enter the promised land because you
1:35
disobeyed me we're going to go into
1:37
details about it so now
1:38
the question today is
1:40
why
1:41
was moses disciplined
1:43
for striking the rock twice you know i
1:46
can give you the superficial answer but
1:48
i think it is feeling that we go deep
1:50
into it and understand the significance
1:52
of this so what i'm going to do is i'm
1:54
going to read
1:56
both accounts and then we're going to do
1:58
a compare and contrast of both and to
2:00
try and draw some conclusions and then
2:02
we're going to lean on on paul's
2:04
explanation in first corinthians 10 so
2:06
the first thing we want to do is let's
2:08
read the account so we're going to go to
2:10
exodus 17
2:11
i'm going to put it up on the screen
2:13
we're going to read it and then we're
2:14
going to go to numbers 20 we're going to
2:16
see the contrast there and then we're
2:18
going to draw some conclusions
2:20
so let's go to exodus 17 verse 1 through
2:23
7.
2:24
i'm gonna read
2:25
okay all the congregation
2:27
of the people of israel moved on from
2:30
the wilderness of sin by stages
2:32
according to the commandment of the lord
2:34
and came that referendum but there was
2:36
no water for the people to drink
2:39
therefore the people quarreled with
2:42
moses and said
2:43
give us water to drink
2:45
and moses said to them
2:48
why do you quarrel with me why do you
2:50
test the lord but if people thirsted
2:53
there for water and the people grumbled
2:55
against moses and said
2:58
why did you bring us up out of egypt to
3:00
kill us and our children and our
3:02
livestock with thirst so moses cried to
3:05
the lord
3:06
and said what shall i do with these
3:08
people they are almost ready to stone me
3:11
and the lord said to moses
3:13
pass on before the people take him with
3:15
you some somewhat some of the elders of
3:17
israel and take in your hand the staff
3:20
with which you struck the nile and go
3:23
behold i will stand before you there on
3:25
the rock at whole wrath and you shall
3:27
strike the rock and water shall come out
3:29
of it and the people will drink and
3:32
moses did so in the sight of the elders
3:34
of israel and he called the name of the
3:37
place masa and miriba because of the
3:40
quarreling of the people of israel and
3:41
because this tested the lord by saying
3:44
is the lord among us or not
3:46
again this is a recurring thing with on
3:49
the people of israel they complain
3:51
when the uh they run into a little bit
3:53
of a situation when god tests them and
3:55
they begin to complain and say to moses
3:58
we should have just gone back to egypt
3:59
we should have just stayed there and
4:01
moses keeps entertaining before the
4:03
before garden for the people and then
4:05
every time
4:07
moses intercedes
4:08
god uh brings brings upon
4:11
the people some kind of a salvation some
4:13
kind of a relief okay in this case they
4:16
didn't what they didn't have water
4:17
instead of asking god by humbling
4:19
themselves they quarreled and they
4:21
actually wanted to kill moses and then
4:23
moses goes before god and god gives him
4:25
some instruction he does it and water
4:27
comes out of the rock so now this is the
4:29
event again i'll just give you quickly a
4:31
quick synopsis of it
4:33
because we can go deep into this but
4:35
this is not what we are trying to focus
4:36
on and then in numbers 20
4:38
verse
4:39
2
4:41
to 9 to 13 we read the following
4:44
again this is in a later time
4:47
now there was no water for the
4:48
congregation and they assembled
4:50
themselves together against moses and
4:52
against aaron and the people again
4:55
quarreled with moses and said
4:57
with that we had perished when our
4:59
brothers perished before the lord why
5:01
have you brought the assembly of the
5:03
lord into the wilderness that we shall
5:05
die here
5:06
both we and our karo and why have you
5:09
made us come up out of egypt to bring us
5:11
into this evil place it is no place for
5:13
grain or figs or vines or pomegranates
5:16
and there is no water to drink then
5:18
moses and aaron went from the presence
5:20
of the assembly to the entrance of the
5:22
tent of meeting and fell on their faces
5:24
and the glory of the lord appeared to
5:26
them
5:27
and the lord spoke to moses saying
5:29
take the staff
5:31
and assemble the congregation you and
5:34
aaron your brother and tell the rock
5:37
tell the rock before their eyes to yield
5:38
its water so he shall drink water out of
5:41
the rock for them and give drink to the
5:43
congregation and their karo and moses
5:45
took the staff from before the lord as
5:47
he commanded him
5:49
then moses and aaron gathered the
5:51
assembly together before the rock and he
5:53
said to them here now you rebels shall
5:56
we bring water for you out of this rock
5:59
and moses lifted up his hand and struck
6:01
the rock
6:02
with his staff twice and water came out
6:05
abundantly and the congregation drank
6:07
and their livestock
6:09
and the lord said to moses and aaron
6:10
because he did not believe in me
6:13
to uphold me as holy in the eyes of the
6:16
people of israel therefore you shall not
6:20
bring the assembly into the land i have
6:22
given them
6:23
these are the walrus of meribah where
6:26
the people of israel quarreled with the
6:27
lord and through them he showed himself
6:30
holy
6:31
again these are the two accounts now we
6:33
need to understand why moses was
6:37
disciplined
6:38
okay
6:39
now i want to zero in on
6:41
verse 12 for a second
6:44
in verse 12 we read the following
6:46
and the lord said to moses and aaron
6:50
because you did not believe in me
6:52
to uphold me as holy in the eyes of the
6:55
people of israel therefore you shall not
6:57
bring this assembly into the land that
6:59
i've given them so what's the
7:01
observation
7:02
now first we need to understand that the
7:04
command was to speak to the rock
7:07
and to tell it to yield its water
7:10
but as we see in the verse above that i
7:12
just read god was displeased with moses
7:14
because he did not believe in god he
7:17
displayed unbelief
7:19
and as a result instead of doing what
7:21
god said to do moses trusted in his own
7:23
ability and the scripture adds that
7:26
moses didn't uphold god as holy in the
7:28
eyes of the people of israel it was a
7:30
serious offense
7:31
and we need to know why
7:33
because
7:34
there's a similar event that took place
7:35
in exodus 17 and in exodus 17 we see
7:38
that in that case
7:40
moses actually strikes the iraq as
7:42
instructed by god
7:44
and then water comes out okay now but in
7:47
numbers 20 the instruction is to speak
7:50
to the rock so it can yield its water
7:53
see the rock had already been struck
7:57
once in exodus 17 and that was
8:00
sufficient in the eyes of the lord
8:03
in the eyes of god
8:05
that was sufficient because
8:07
moses struck him once and that was
8:09
sufficient so all god said was just
8:11
speak to it so he can yield its water
8:15
okay so this is why god told moses to
8:17
speak to the rock so he can yield his
8:19
water because he was already struck once
8:22
but moses according to the scripture did
8:24
not believe the word of god and chose to
8:28
strike the rock not once but twice
8:30
this is what i think happens
8:32
i think happened he probably went there
8:34
and struck it once and didn't happen and
8:35
he did it again okay so
8:38
this is crazy stuff so god would have
8:41
been justified in killing moses
8:44
instantly before the eyes of the people
8:45
for disobeying his word or command
8:48
but he disciplined him instead by not
8:50
allowing him to go into the promised
8:52
land okay we might look at it say this
8:54
is harsh punishment why would god do
8:55
that
8:56
the scripture says because you did not
8:59
believe in me and uphold me as holy
9:02
before the people now
9:04
when you do um scripture interpretation
9:06
it's good to stick with the context
9:08
because this is what we are given okay
9:10
moses did not obey the word of god he
9:12
did not keep the word of god and he did
9:15
not uphold him as holy before the people
9:17
now we need to understand a little
9:18
deeper what this means
9:20
and what was so significant about the
9:22
rock that god was so displeased with
9:24
moses when he struck it twice in the
9:26
second account so we need to know that
9:28
and to understand i want to go to uh
9:30
first corinthians 10 verse 1 to 5.
9:34
let's read the scripture now listen to
9:36
what paul says for i don't want you to
9:39
be unaware brothers the our fathers were
9:41
all under the cloud and all passed
9:44
through the sea
9:46
and all were baptized into moses in the
9:48
cloud and in the sea and all ate the
9:51
same spiritual food
9:53
and all drank the same spiritual drink
9:57
for they drank from the spiritual the
9:58
spiritual rock that followed them
10:02
and the rock was christ
10:05
nevertheless with most of them god was
10:07
not pleased for they were overthrown in
10:10
the wilderness now you see that
10:12
they drank
10:14
from the same spiritual rock
10:16
and the rock was christ so according to
10:19
the apostle paul whose interpret
10:22
interpretation of the old testament is
10:24
accurate the rock was christ so we
10:27
understand that the rock was a picture
10:29
of christ so when moses was instructed
10:32
to strike the rock so that the water
10:34
will come out of it
10:35
you represent it again you represented
10:38
the sacrificial death of christ on the
10:41
cross okay to serve as the atonement for
10:43
our sins and also that is and also so
10:46
that the spirit of god will be poured
10:47
upon those god has called okay so the
10:50
first time that was a representation of
10:53
jesus sacrificed okay god struck him
10:56
again he said
10:57
he he took the penalty for our sins okay
11:00
for god so loved the world that he gave
11:02
his only begotten son that whosoever
11:04
believes in him should not perish but
11:06
have eternal life and jesus himself said
11:09
in john 12 32 to 33 and i when i'm
11:13
lifted up from the earth will draw all
11:16
people to myself and he said this to
11:19
show
11:20
uh what kind of death he was going to
11:22
die okay i also want to go to hebrews
11:24
chapter 7 verse 26 to 28 because he
11:28
sheds a lot of light into these passages
11:29
let's listen to what the scripture says
11:32
for it was indeed feeling that we should
11:34
have such a high priest
11:36
holy
11:37
innocent unstained separated from
11:40
sinners and exalted above the heavens he
11:43
has no need
11:44
like those high priests
11:46
to or to offer sacrifices daily first
11:49
for his own sins and then for those of
11:51
the people since he did it
11:53
once
11:54
for all when it's offered of himself
11:57
once for all pay attention to those
11:59
words for the law appoints men in their
12:02
weakness as high priest but the word of
12:04
the oath which came later than the law
12:06
appoint a son who has been made perfect
12:09
forever that's not the only scripture i
12:11
want to look at i also want to look at
12:12
hebrews 9
12:14
verse 11 to 14. let's listen to the
12:16
scripture here
12:17
but when christ appeared as a high
12:19
priest of the good things that have come
12:22
then through the greater and more
12:24
perfect tent not made with hand that is
12:26
not
12:27
that is not of this creation he entered
12:30
once for all into the holy places not by
12:33
means of the blood of god and calves but
12:35
by means of his own blood thus securing
12:39
an eternal redemption for if the blood
12:41
of goats and bulls and the sprinkling of
12:43
defied persons with the ashes of a
12:46
heifer sanctify for the purification of
12:48
the flesh how much more will the blood
12:51
of christ who through the eternal spirit
12:54
offer themselves without blemish to god
12:56
purify our conscience from dead works to
12:59
serve the living god
13:01
and that's not the only thing that i
13:02
want to look at in hebrews chapter 9.
13:04
there's also another scripture that i
13:06
wanna give you and then we're gonna draw
13:09
on some conclusions here 24 and 27
13:12
listen to the word of god hebrews 9
13:14
verse 24 and 27 for christ has entered
13:18
not into holy places made with hands
13:20
which are copies of the true things but
13:23
into heaven itself now to appear in the
13:26
presence of god on our behalf
13:28
nor was it to offer himself repeatedly
13:32
as the high priest enters the holy
13:33
places every year with blood not of his
13:35
own for then he would have had to suffer
13:38
repeatedly since the foundation of the
13:41
world but as it is he has appeared
13:44
once for all at the end of the ages to
13:46
put away sin by the sacrifice of himself
13:49
and just as it is appointed for men to
13:51
die once and after that comes judgment
13:54
so christ having been offered once to
13:57
bear the sins of many will appear a
13:58
second time not to deal with sin but to
14:00
save those who are eagerly waiting for
14:03
him and then we're going to conclude
14:04
this with hebrews 10 verse 11 to 14
14:08
and every high priest
14:10
stands daily at his service offering
14:13
repeatedly the same sacrifices we can
14:16
never take away sins but when christ had
14:18
offered for all time a single sacrifice
14:20
for sins he sat down at the right hand
14:23
of god waiting for that time until his
14:26
enemies should be made a footstool for
14:28
his feet for by a single offering he has
14:31
perfected for all time
14:33
those who are being
14:35
sanctified so what is so significant
14:39
about this let's go back to exodus 17.
14:42
see i want you to see the the
14:43
significance in exodus 17 and numbers 20
14:46
through the verses that we just read
14:48
okay as we agreed the rock is a
14:50
representation of christ so the first
14:52
time moses was told to strike the rock
14:55
thus given later generations a picture
14:58
of the world
14:59
the work of christ okay who suffered
15:02
only once and whose death was sufficient
15:04
okay to perfect all those who approach
15:07
god through him
15:08
okay so we are told in john 7 37-39 on
15:12
the last day of the feast the great day
15:14
the great day jesus stood up and cried
15:17
if anyone thirsts
15:18
if anyone thirsts let him come to me and
15:21
drink whoever believes in me as the
15:24
scripture has said out of his heart will
15:26
flow rivers of living water now this is
15:28
said about the spirit whom those who
15:30
believed in him were to receive for as
15:33
yet the spirit had not just yet been
15:35
given jesus was not yet glorified
15:38
so basically
15:40
when moses struck that rock once
15:43
it was almost a representation of what
15:46
kind of death jesus was going to die he
15:48
only died once and that was sufficient
15:50
when he died on the cross he said it is
15:53
finished
15:54
okay and the veil was torn from top to
15:57
bottom and that was done so jesus didn't
16:00
have to die again and again and again he
16:03
didn't have to do that just like the
16:04
lames the lames had to be sacrificed
16:07
over and over and scripture says that
16:10
god was not pleased with that sacrifice
16:12
but with jesus sacrificial death he was
16:15
pleased this is why he raised him from
16:16
the dead
16:18
therefore saying i am pleased with this
16:20
so jesus rose again not to die again and
16:22
again and again and again so when moses
16:25
hit that rock the second time
16:28
twice he was basically distorting the
16:30
picture that god was going to give to
16:33
the later generations moses might not
16:35
have understood the significance of it
16:37
but god knows because god is the author
16:39
of scripture so god knew exactly what he
16:42
was trying to paint to the people so
16:44
moses
16:45
being moses at the time said you know
16:47
what the first time i hit the rock and
16:49
water came i'm gonna do it again there
16:51
was an instruction
16:52
god said speak
16:55
to
16:55
the rock and tell it to yield its water
16:58
now the rock can yield its water because
17:01
the wrath of god was satisfied so
17:05
there's no longer a holding on to things
17:08
because the wrath of god has been
17:09
satisfied so god now said
17:11
you can come come to me all you will
17:14
thirst and i'll give you rest
17:16
you found red for your souls okay jesus
17:18
says ask and it shall be given to you in
17:20
the beginning
17:21
before jesus died
17:23
the wrath of god was standing and then
17:25
because he died once and for all he made
17:29
provision for us and now we can come
17:30
into the presence of god through him so
17:33
by moses
17:34
doing that again
17:36
striking the rock twice he was showing
17:38
almost as if the sacrifice of christ was
17:41
not sufficient
17:43
so this is why god was so displeased
17:46
with moses and he told them you are not
17:48
going to enter the promised land because
17:51
you have no idea what you have just done
17:53
i don't think moses knew the
17:54
implications i don't think he did
17:56
because again they were just giving a
17:58
glimpse of what was going to happen they
17:59
didn't know the fool didn't have the
18:01
full revelation when jesus came he made
18:04
all things complete
18:06
so now you see why moses was severely
18:08
disciplined by god for not believing in
18:10
him and upholding him as holy before the
18:13
people basically by striking it twice it
18:15
was almost saying that jesus sacrificial
18:18
death wasn't sufficient
18:20
that he needed to be done again and
18:21
again but god was pleased all jesus had
18:24
to do was died once and for all and that
18:27
pleased god because the the death of
18:30
christ was of an infinite value
18:33
so moses was sending a distorted message
18:36
to later generations as if to say that
18:39
jesus sacrifice wasn't sufficient and
18:41
adequate in that jesus needed to be
18:43
sacrificed again and again and i don't
18:45
think like i said moses understood
18:48
the implication
18:49
so god showed him grace he didn't just
18:51
kill moses on the spot
18:53
he said you are not going to enter
18:55
because you had just you had just
18:57
pretty much defiled um
18:59
the work of christ you had
19:01
you have adulterated it
19:03
and and and and that was displeasing to
19:05
god because moses trusted in himself he
19:08
didn't trust in the work of
19:10
in the word of the lord
19:12
the god said speak to the rock and he
19:15
will yield its water because my wrath
19:18
has been satisfied already when i struck
19:20
my son once it was sufficient for all
19:22
eternity
19:24
you see that
19:25
so i believe um hopefully this makes
19:28
sense to you
19:29
and again i just
19:31
uh studied it this morning so this is
19:33
why i was a little bit uh
19:35
all over the places but i hope that this
19:37
helps you guys out and i look forward
19:39
again to seeing you next time have a
19:41
wonderful day
