Ranking member Bole and members of the
0:02
committee, thank you for inviting me to
0:04
testify about the work of the
0:05
Congressional Budget Office. I will
0:07
start with CBO's work on the 2025
0:10
reconciliation bill and then I'll turn
0:12
to cyber security issues. So CBO spent
0:15
much of the past year supporting both
0:17
sides and both chambers of Congress as
0:20
lawmakers developed and considered the
0:22
2025 reconciliation act public law
0:26
11921.
0:27
Uh, my written testimony provides
0:29
details about that work. CBO's technical
0:32
assistance helped committee markup stay
0:34
on track. Our cost estimates
0:37
and dynamic analysis provided budgetary
0:39
and economic information ahead of votes.
0:42
We provided considerable analysis
0:44
directly to members. All of that work
0:47
epitomizes CBO's mission to provide
0:50
objective nonpartisan information in
0:52
support of the congressional budget
0:54
process. The timeliness of CBO's
0:57
analysis was of paramount importance for
0:59
the reconciliation process. In the
1:02
course of our work at times, we needed
1:04
to strike a balance between timeliness
1:07
and making our analysis as transparent
1:09
as possible. After enactment of the
1:12
bill, we have gone back to provide more
1:14
information on our estimates. The next
1:17
budget and economic outlook in February
1:20
2026 will have the 10-year budget update
1:23
including impacts of the 2025
1:25
reconciliation act on the economy and on
1:28
the budget. We will have analysis of the
1:30
many changes in tariffs this year,
1:32
changes in immigration and much more.
1:36
All right, let me next turn to cyber
1:37
security. Two weeks ago, CBO learned
1:40
from our security partners that we were
1:43
the target of a sophisticated cyber
1:45
attack. This incident involved
1:47
unauthorized access to a subset of CBO's
1:50
email by a threat actor. Working with
1:53
our security partners, CBO took
1:55
immediate action to address that
1:57
unauthorized access. Our security
2:00
partners have told us that based on
2:02
current findings, we have not observed
2:05
further evidence of unauthorized access
2:07
to CBO email. CBO is operating as normal
2:11
and our work to support the Congress has
2:13
continued without interruption.
2:16
The investigation into this incident is
2:18
extensive and ongoing with help from our
2:21
federal partners and from private sector
2:23
security specialists. I'm grateful to
2:26
the House and Senate Sergeant-at-Arms,
2:28
the Senate CIO, the House CEO for their
2:31
guidance, to the US Capital Police, and
2:34
the Architect of the Capitol for their
2:36
support, and to many others across the
2:38
legislative branch. I realize that
2:40
members have questions. The
2:42
investigation is still going on,
2:44
including with regard to CBO email, the
2:48
threat actor's activities, and steps to
2:51
further strengthen CBO's defenses. When
2:53
we know more, I will provide that
2:56
information in a closed-door setting. I
2:59
cannot say things in this setting that
3:01
might hinder remediation or
3:03
investigation. You have my commitment
3:06
that you will get complete information.
3:09
Chairman Arrington and Ranking Member
3:11
Bole, members of the committee, thank
3:13
you again for your support.
