Ontario Provincial Police (OPP) Commissioner Thomas Carrique confirms intelligence provided by OPP and RCMP showed no credible threat to national security, and the invocation of the Emergencies Act was not needed.
Carrique is cross-examined by Brendan Miller, Counsel for Freedom Corp, on Day 11 (Oct. 27, 2022) of the Emergencies Act inquiry.

COMM. THOMAS CARRIQUE: That would be my understanding, yes, as determined by Supt. Pat Morris, in consultation with CSIS and the RCMP.

MR. BRENDAN MILLER: Now, in your interactions with the members of the federal civil service prior to 11:59 5 p.m. on February 13th, 2022, isn’t it true that no civil servant ever said to you that there was a credible threat of the nature of that defined in section of the CSIS Act?

MR. BRENDAN MILLER: And they never said to you that they had reasonable grounds to believe that such a threat existed; did they?
COMM. THOMAS CARRIQUE: Nobody ever said that to me.
