Secretary-General Antonio Guterres addressed the Shanghai Cooperation Organization (SCO) Council of Heads of State on Tuesday, Sept. 1, during the summit in Bishkek. Guterres delivered his remarks at the Iris Ordo Congress Center before participating leaders of SCO member states. Bishkek is hosting a two-day summit of the Council of Heads of State of the SCO, a Eurasian bloc, that began Monday. The SCO was established in 2001 by China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. It has since expanded to 10 full members, with India, Pakistan, Iran, and Belarus joining the organization.
