Aliyev delivered his remarks as participating leaders convened at the Iris Ordo Congress Center in the Kyrgyz capital for the high-level international gathering. Bishkek is hosting a two-day summit of the Council of Heads of State of the SCO, a Eurasian bloc, that began Monday. The SCO was established in 2001 by China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. It has since expanded to 10 full members, with India, Pakistan, Iran, and Belarus joining the organization.
