People carrying luggage and personal belongings formed long queues outside the embassy as they sought travel documents to return to Burundi. Ruto issued the order following a meeting with small-business owners in Nairobi on Wednesday, September 2. The tighter inspections took effect on Monday, Sept. 7, and cover foreigners conducting commercial activities without valid work permits, according to Kenya’s Trade Ministry. The government said foreign nationals must hold work permits and other required documents to work or conduct business in Kenya. Some Burundians gathered outside the embassy said they had received threats from neighbors following Ruto’s remarks. Around 16,000 Burundian refugees and asylum seekers live in Kenya, according to the UN Refugee Agency.
