Russian authorities have imposed gasoline and diesel sales restrictions in more than 40 regions, citing rising demand and supply disruptions. The government is also considering additional measures, including a possible full ban on diesel exports, to ease pressure on the domestic market. The shortages have deepened since early June, as Ukraine intensified long-range drone and missile strikes on Russian energy infrastructure. Kyiv says the attacks are aimed at reducing Moscow's ability to sustain its war effort. Restrictions vary by region and supplier. In Zabaykalsky Krai, motorists are limited to 15 liters of gasoline per vehicle, while major fuel retailers in Moscow and the surrounding region have capped purchases at 30 liters. Several regions have prioritized fuel supplies for emergency services, public transport, municipalities, agricultural enterprises and other government agencies. Russian President Vladimir Putin acknowledged that Ukrainian strikes had contributed to the shortages but said the situation remained under control. "We are currently seeing a certain shortage, but it's not critical," Putin said, adding that damaged energy facilities were being restored quickly.
