For more than three decades, the project has sparked heated debates across Germany. Supporters see it as a transformative modernization of the rail network, while critics argue it has become a symbol of cost overruns, construction delays, and flawed planning. In this video, we explore how Stuttgart 21 came to be and why it has generated so much controversy. The project aims to completely rebuild Stuttgart’s main railway hub by replacing the historic 16-track terminal station with a new underground through station. This change will allow trains to pass directly through the city rather than reversing direction, significantly improving capacity and integration with Germany’s high-speed rail network. But Stuttgart 21 is far more than just a station rebuild. It includes around 57 km of new railway infrastructure, 30 km of tunnels beneath the city, and new connections toward Stuttgart Airport and the high-speed line to Ulm. At the same time, relocating railway infrastructure underground frees up over 100 hectares of land in the city center, enabling one of the largest urban redevelopment projects in Germany. So how did this idea emerge? Why did it become so controversial? And what will Stuttgart’s railway system look like when the project is finally completed? Let’s find out.
