Woman arrested for allegedly trying to kidnap 4-year-old boy in Crown Heights

Chrissy Payne, 47, of Brooklyn, is accused of attempting to snatch the child at around 5 p.m. Monday in front of 1133 Eastern Pkwy. Sources close to the investigation say Payne has a history of mental health issues.
