Jefferson proposed dividing the territory into 10 states, which would become part of the country's westward expansion. His plan aimed to prevent the existing 13 colonies from expanding further and to create a larger Union of self-governing states. The proposed names for these states had classical and historical connections, and some of them are similar to current US state names. Ultimately, the Northwest Ordinance reduced the number of new states to 3 or 5 due to various factors, including criticism by figures like George Washington and James Monroe. The plan to create more states, as suggested by some maps, remains speculative.
