Social security budget cleared as France faces rising deficit

France’s parliament has passed a hard-won social security budget that pauses pension reform, adds parental leave, raises taxes on financial assets and insurers, and tightens sick-leave rules, while scrapping planned cuts to benefits. The deficit, however, is set to exceed targets.
