Former Spanish minister: Ceuta incident was a "hybrid attack" aimed at "weakening" the EU

Arancha González Laya, formerly Spain's foreign affairs minister under Prime Minister Pedro Sánchez, says the mass entry of migrants into Ceuta was "an attack" on an external border of the European Union.
