I took a quick look at the We The People thrill seeker and really I was disappointed in some of it, but I liked some options

but for a smaller rider who right at 410 is usually where we have these issues you want like a 20 but some of them would feel more comfortable

And here's what I don't agree with is entry level, bare bones entry level bikes in a taller top tube

because like look the they have a large extra large with a 21 inch okay and that's cool 21 inch top tube is great

people who are over six foot the correct size for a 21 inch top tube they generally weigh a fair amount
