people that i've been working with the
0:01
organizations
0:02
everything that i've learned
0:04
and now i'm able to
0:06
do that through the legislative process
0:07
with the marijuana policy project
0:09
something that i think all of us
0:11
understand and know the war on drugs the
0:14
war on marijuana prohibition has failed
0:17
utterly failed it failed the first time
0:19
it's failing the second time um and the
0:21
tide has changed right across the
0:22
country um obviously states are starting
0:25
to to fully full legalization whereas um
0:27
tax to regulated similarly to alcohol
0:30
and we have so we have 23 medical
0:31
marijuana states and i get people
0:34
telling me that texas is going to be
0:35
last and they are still mistaken
0:38
they must not know the activists that we
0:40
have in texas that are committed to
0:42
repealing prohibition in texas and it's
0:44
a really exciting time to be involved
0:46
mpp is a national organization and they
0:50
work at congress they work on changing
0:52
federal policy but they also have teams
0:55
of activists in all the states working
0:57
on the ground
0:58
and that's my job i'm the texas
1:00
political director so i'm working to um
1:02
to help bring together a coalition
1:05
similarly to what i've learned with tag
1:07
and working with organizations that
1:08
tag's been working with like texas
1:09
normal dfw normal they've been doing
1:12
this stuff for years and have been doing
1:14
a great job at it um you know i hear
1:16
that from people whenever they talk
1:18
about working with normal they're like
1:19
oh they're just a bunch of stoners and
1:20
throw parties and some of them are
1:23
however
1:24
in texas we have some of the greatest
1:27
leadership um that i've seen that are
1:29
working on this issue doing it
1:31
professionally and they've laid the
1:32
groundwork at the legislature so that
1:35
this coming legislative session which is
1:36
really just like five months away until
1:39
it starts
1:40
and it's only like three months until
1:42
they start introducing bills our
1:45
legislators introduce bills six days
1:47
after they're elected
1:48
pre-filing opens which means we have
1:50
some work to do with organizing
1:52
and this legislative session we plan on
1:54
introducing three bills the first is a
1:56
kind of an overall bill for a full
1:58
legalization where it's available to
2:00
responsible adults over 21 just like
2:03
alcoholism and this is a huge step in
2:05
the right direction
2:07
and obviously we have a lot of work to
2:09
do to get that bill passed um
2:10
considering um the tough on crime
2:13
culture in texas and um and you know
2:16
people just don't realize that the
2:17
resources that are going into marijuana
2:19
arrest are actually
2:20
disabling our law enforcement from
2:23
actually preventing and help serving
2:25
victims of real crime um so our goal for
2:28
the full bill is 2019 three legislative
2:31
sessions to get this bill passed there's
2:32
a lot of discussions that need to be had
2:34
a lot of people in this room that need
2:36
to go into their legislators office and
2:38
have the real grown-up conversation
2:40
about the detriment that prohibition has
2:42
has served to our society now in the
2:45
process to 2019 we're going to be
2:47
introducing two other bills one of which
2:49
is a medical marijuana bill this is a
2:51
comprehensive bill which allows patients
2:53
safe and legal access to their natural
2:56
medicine that never should have been
2:57
deprived they never should have been
2:59
deprived of to begin with and the bill
3:01
not only
3:02
allowed for dispensaries but also
3:04
allowed to patients to be free from fear
3:05
of arrest um you know traditionally
3:07
there's been an affirmative defense bill
3:09
introduced by elliot nhat which is here
3:11
in austin some of you may live in his
3:12
district which has been great that he's
3:14
introduced that it gets the discussion
3:15
had last legislative session texas
3:17
normal helped to organize some
3:19
incredible testimony um and there was a
3:22
hearing
3:23
people testified it was it was fantastic
3:25
it was um really well done and it really
3:27
started the discussion um well the
3:29
problem with affirmative defense is that
3:30
patients are still getting arrested
3:32
patients are still having to go to trial
3:34
the cost the stress that goes along with
3:36
that and then it's at the whim of a
3:37
judge to throw it out
3:39
so that's not good enough so we're going
3:40
to be pushing for a more comprehensive
3:42
bill in addition we will be introducing
3:45
our third bill which is we'll probably
3:46
do civil penalties bill and why i favor
3:49
this as opposed to the decriminalization
3:51
bills that have been introduced in the
3:52
past is because rather than just taking
3:54
it from class b to class c misdemeanor
3:56
which is still you can still go to jail
3:58
for you still have to go to court um
3:59
what this does is it takes it out of the
4:01
criminal realm and puts it into the
4:02
civil realm so there's no jail time
4:05
there's no life sentence as far as
4:07
employment access to employment
4:08
education um housing things like that
4:11
that go along with go along with it we
4:13
call it collateral consequences or
4:15
collateral sanctions is really what they
4:17
are because it follows you for life and
4:18
most of the people that are arrested are
4:20
young people and so we're crippling our
4:22
younger generations um totally
4:24
unnecessarily so those are the three
4:26
bills that we're introducing i'm kind of
4:28
the the field operations grassroots
4:30
mobilizer which is perfect because
4:32
that's what i've learned with all of you
4:33
and and we can we can come together and
4:35
do all that and then we have our
4:37
professional lobbyists that we've hired
4:39
so i have my teammate is a professional
4:41
lobbyist who traditionally has worked
4:43
with law enforcement
4:44
which at first i was like red flag
4:48
but actually it's a really great thing
4:49
he's totally committed absolutely
4:51
professional and has built relationships
4:54
with legislators and with law
4:55
enforcement so he can help to bridge the
4:57
gap um because we have obviously tagged
5:00
and folks like myself have a lot of
5:02
skepticism as far as law enforcement
5:04
goes and their motives for keeping laws
5:05
the way that they are and advocating um
5:08
advocating for for keeping things like
5:10
civil asset forfeiture which is absurd
5:12
they can just steal your things and not
5:14
even have to return them to you um just
5:16
like we were what the things that ed was
5:18
just talking about
5:19
um
5:20
so i'm excited to be working with him
5:21
his name is randall kirkendall and um
5:23
he's great we were just up in dfw for
5:25
the dfw normal meeting um and they texas
5:28
is huge we know that so we have like
5:30
multiple the populations of these
5:32
different metro areas is like a state
5:34
and so their chapter of dfw normal is
5:36
kick ass they really do a great job they
5:38
had like 100 people at their meeting on
5:40
saturday
5:41
about 20 of them were new people that
5:43
signed up to be members that are
5:44
enthusiastic people are seeing what's
5:47
happening in this country
5:49
and getting involved and texas normal
5:50
has their regular monthly meeting on
5:52
august 6th um and so and they're kind of
5:55
they're creating they have their
5:56
chapters and they have
5:57
lots of lots of information coming all
6:00
the time and so if you're interested in
6:02
getting involved with texas normal and
6:03
being involved with them you can do that
6:04
join the meeting mpp.org is our website
6:08
um and i'm really excited to be a part
6:09
of this and to have tag on board i know
6:11
we've been working on this issue
6:13
and we'll continue to do so i'll be in a
6:15
little bit of a different capacity but
6:17
i'm looking forward to having some other
6:18
activists that i've worked with kind of
6:20
rise into the occasion and be the tag
6:21
leadership on this issue so we have lots
6:23
of different faces lots of different
6:25
organizational organizations on this
6:27
front um
6:28
and if you guys have any questions i'll
6:30
be happy to take them i think that
6:31
pretty much covers all the details of
6:32
the strategy but if you guys have any
6:34
questions um i'll be happy to answer
6:37
them
6:39
all right
6:40
no no no no no
6:41
let's
6:43
let's let it percolate a little you know
6:46
sure
6:47
so what i what i want to know is
6:50
what can we do leading up to the
6:52
legislative session what can tag do
6:54
we're creating a committee a micro group
6:56
around ending the drug war or
6:59
criminalization at some point i know we
7:01
have to take steps right right so what
7:03
can we do right now
7:05
between now and our six year anniversary
7:07
party which is next month that's right
7:09
yeah can you believe it tag is six years
7:11
old um he can ask for six years that's
7:14
great um so the biggest thing is having
7:17
real grown-up conversations with
7:18
legislators going in and actually
7:20
sitting down with your legislator or his
7:23
staff and talking about
7:24
the ills of prohibition um how many of
7:26
you have ever gone to your legislators
7:28
district office
7:30
oh that's great awesome you guys rock
7:33
um that's great and and so um there's
7:36
about half of you guys have been into
7:37
your office their offices which is
7:39
wonderful um but that means that half of
7:41
us that haven't ever i know that you're
7:43
committed um to the cause because you're
7:45
here which is great and most of you guys
7:47
are here all the time keeping up with
7:49
what's going on sending emails making
7:51
phone calls we need to step it up this
7:53
time and we need to get into their
7:55
offices make sure we're getting down to
7:56
the capital just like we did last
7:58
session for all the array of issues that
8:00
tag is involved with and of course we're
8:02
going to be keeping you up to date
8:03
letting you know what the action alerts
8:04
are um where you can go kind of talking
8:07
points about what to say it's
8:08
intimidating it can be going into a
8:10
legislator's office but the reality is
8:12
you're probably smarter than they are
8:15
and you should let them know talk to
8:16
them about the issue
8:18
john
8:19
don't forget about testifying
8:21
before committee hearings
8:23
thank you john that's exactly right i've
8:26
posted on my blog
8:28
a detailed set of instructions
8:31
on what to do when you testify before
8:34
the state legislature
8:36
it tells you everything about where to
8:38
go where to park how to apply to be a
8:41
speaker you know how to dress you know
8:44
everything you need to know about
8:46
testifying before the state legislature
8:48
and what's the address for your blog
8:52
constitutionalism.blogspot.com all right
8:53
constitutionalism.blog.blogspot.org
8:58
and he has all the details on that and
8:59
you're right that is a critical part
9:01
when the legislative session starts um
9:03
but we first have to get our bills
9:05
introduced they're being drafted now
9:07
actually our medical marijuana bill is
9:09
being reviewed by the constitutional
9:10
attorney
9:13
and then that will be introduced in
9:15
november and then we get started and
9:16
then the uh once the legislative session
9:18
starts in january the bills have to make
9:20
their way through the process so once
9:21
they're referred to a committee
9:23
obviously the medical marijuana bill
9:24
will refer to the health
9:26
the public health committee in the house
9:28
and then we know who our target is we
9:29
know the six people six or seven or
9:31
eight people that are on the committee
9:32
they vary how many how many reps are on
9:35
there um and we know that we need to go
9:37
and talk to them and at the capitol and
9:38
and be prepared um to offer professional
9:41
adult testimony um not saying the same
9:43
thing that somebody else has said a
9:45
hundred times um because we don't wanna
9:47
waste their time we want them to see
9:48
that we are efficient we are serious
9:51
about the issue and we want to see the
9:52
laws changed we have one more question
9:54
time for one more question and then at
9:56
the end of the meeting we're going to
9:56
break out into micro groups and the
9:59
marijuana cause is going to be one of
10:00
them so you can actually have face time
10:03
with heather and also jack spinkle from
10:05
normal as well and this is a smoke for
10:07
establishment don't forget
10:13
does anybody else have a question dana's
10:14
willing to yield if somebody else has a
10:16
good question all right go ahead dana um
10:19
i kind of i would like to see a show of
10:21
hands of like who would be interested in
10:23
going to the capitol with us either
10:24
representing tag or as kind of a liaison
10:28
for what heather is doing in that
10:30
capacity who's interested in this cause
10:32
and just people done
10:34
so this is how many people we should
10:35
have that committee hearing yeah right
10:37
here i mean this this is this is a tour
10:39
de force yeah so you know it's gonna be
10:41
about 100 times that because there are
10:42
organizations just like tagged all
10:44
across the state of texas that are
10:46
interested in issues like this
10:48
testimony and triage testimony because
10:51
we have to be considerate of our
10:53
legislators time to a certain extent if
10:56
we want to have the most favorable
10:58
impression we have to have really
11:00
poignant uh moving testimony and then
11:02
literally as many people signed on and
11:05
support as possible and you have to come
11:07
to the capitol to sign your support on
11:10
so you would come and sign on and then
11:13
we'll all meet in a room and discuss
11:15
who's got what testimony and then based
11:19
on natalie who's testifying who's
11:21
signing in the support
11:22
so even if you can only come on your
11:24
lunch break
11:26
to come and sign your support and then
11:28
leave it's going to be worth it because
11:30
if we only have 20 people testify but we
11:33
have 200 people that came to the capitol
11:35
to sign their support for this it really
11:37
speaks volumes i mean they were just
11:39
blown away by the 36 people who
11:41
testified last year yeah
11:43
so yeah and it was great testimony
11:45
because of that strategy because we were
11:46
able to get a room be able to organize
11:48
testimony and i know that my time is
11:50
short but i just want to say one thing
11:51
because i was on an awesome road trip
11:53
this summer and i was able to make it to
11:55
washington and colorado
11:57
and we were in washington on the very
11:58
first week of sales which was really
12:00
cool um to be a part of history
12:03
we called every dispensary that had a
12:06
license for marijuana sales and only two
12:09
of them were not completely sold out by
12:11
day three
12:12
and they were the ones the northernmost
12:14
dispensaries closest to the border
12:16
luckily we were already going up there
12:17
so we got to go to the two dispensaries
12:19
and it was really great to be a part of
12:21
it um and to be free to feel a little
12:23
freer um in doing something that i like
12:26
to do
12:27
responsibly
12:29
yeah
12:31
and then in colorado where it's a little
12:32
more established i was able to do a tour
12:34
of a dispensary and a cultivation center
12:36
all in
12:37
it's called medicine man they started
12:39
out as a medical marijuana dispensary
12:40
and
12:41
since january first they've been both
12:43
medical and recreational and it was
12:45
really great to see the business aspect
12:47
of it because these are adult business
12:49
owners that are
12:50
that are running a business and they
12:52
have everything
12:53
everything's organized and well done and
12:55
i was looking at one thing that i
12:57
thought was interesting was the the
12:58
plants the clones that's how they do it
13:00
to make sure they have the perfect
13:01
product and once they get roots they get
13:03
a tag an rfid tag that labels them
13:07
either medical or recreational and they
13:09
have to stay medical or recreational
13:11
regardless of supply and demand they
13:13
have to stay that way it's totally
13:15
documented and i made one comment that
13:17
how refreshing it was to see rfid used
13:20
in an appropriate way rather than
13:22
tracking children or something like that
13:25
so it was great to see it used to to
13:27
make a business more efficient and to
13:29
see it all happening it was the first
13:30
time i've been around growing plants and
13:32
so i got to go check out the green mile
13:34
which is a huge room just bright green
13:37
it was really a great experience so i
13:38
was glad to be able to to see that and
13:40
be a part of it and then take some of
13:41
that information to our legislators so
13:42
that they can see some of the pictures
13:44
that i took of the professional
13:45
operations so it's not scary it's not
13:47
something that they've never seen before
13:48
that they haven't ever heard of it's not
13:50
it's not this boogeyman lurking because
13:52
quite frankly it's not scary what's
13:54
scary is the
13:55
cartels that are running the market now
13:58
and the bloodshed and the violence on
14:00
the border that's what's scaring not
14:02
professional adult business owners
14:04
supplying a product to a market
14:11
thank you so much for your support i'm
14:12
looking forward to the breakout towards
14:14
the end of the meeting so we can talk a
14:15
little bit more about the details thank
14:16
you
