the FBI says its election Command Center
0:03
is staffed 247 to deal with any election
0:06
related security issues that pop up in
0:08
the coming days the purpose of the
0:10
command post is to ensure the FBI is
0:14
well positioned to responds to threats
0:17
that would come in or information that
0:19
would come in that would affect our
0:20
election security those threats include
0:24
criminal threats such as threats to
0:25
election workers foreign malign
0:28
influence cyber threat threats and acts
0:31
of domestic violence for more on what we
0:34
should know about possible threats to
0:36
the election I am now joined by Sam
0:38
vinegrad and Andrew Boyd Sam is a CBS
0:41
News National Security contributor and a
0:42
former assistant secretary for
0:44
counterterrorism in the Department of
0:46
Homeland Security Andrew is a CBS News
0:48
contributor and former director of the
0:50
cia's center for cyber intelligence
0:52
thank you for both of you for being here
0:55
Sam can you give us the landscape of any
0:57
physical threats to election day that
0:58
the intelligence Community is monitoring
1:00
for or warning may happen well there are
1:03
a range of potential sources of physical
1:05
threats Lindsay we have terrorism
1:07
related threats that could materialize
1:09
there was an individual arrested just a
1:10
few weeks ago from for plotting a
1:14
terrorist attack on Election Day that
1:17
was an individual affiliated with the
1:18
foreign terrorist organization at the
1:20
same time we have the risk of threats
1:22
from domestic violent extremists
1:24
motivated by an animist towards a
1:26
particular candidate or just general
1:28
anti-government Cent sentiment those
1:31
physical security threats can
1:32
materialize in the form of Acts of
1:34
sabotage against election infrastructure
1:36
threats against individuals and or um
1:39
other forms of voter intimidation at the
1:42
same time we also have potential
1:44
criminal threats that are not terrorist
1:46
related in nature further we have
1:49
various nation states like Russia China
1:51
and Iran who are actively trying to
1:53
stoke divisions in the United States
1:56
understanding that that could lead to
1:58
actual threats of physical violence and
2:00
that is why the federal government has
2:02
invested an unprecedented amount of
2:05
resources to share best practices with
2:07
their state and local Partners who are
2:08
in the lead in communities to conduct
2:11
physical security assessments do
2:13
tabletop exercises and more to really
2:15
encourage law enforcement officials all
2:18
around the country to be as prepared as
2:20
possible for any form of physical
2:22
violence on Election Day and all the way
2:25
through the inauguration Andrew what are
2:27
the biggest cyber threats this election
2:30
so as Jen easterly the head of dhss has
2:33
has said we have secure elections across
2:35
all all 50 states the gravest Cyber
2:38
threat I I believe is uh China Russia
2:41
Iran principally Russia uh using cyber
2:43
means to continue to sew disinformation
2:46
as we experienced today and was
2:47
discussed earlier in your show um
2:50
hijacking websites on CBS CNN uh other
2:54
uh news sources to prevent to to
2:56
disseminate disinformation but I do
2:59
think we we've done a great job both in
3:01
the government and in the media
3:03
debunking these disinformation campaigns
3:06
but as far as actual cyber threats or
3:08
ransomware attacks I think there's a
3:10
minimal threat on that but the
3:12
disinformation attacks will continue
3:13
past the election day and we do have to
3:16
continue to be vigilant to defend
3:18
against uh sewing of disinformation by
3:20
Russia China Iran and some domestic
3:23
actors as well we hear a lot Andrew
3:26
about warnings of disinformation
3:27
campaigns and foreign influence but do
3:29
we know if these influence campaigns
3:30
really
3:31
work so the measures of Effectiveness
3:34
would argue that they they don't but
3:36
it's just the sewing to disinformation
3:38
and the Discord and amplifying uh
3:41
conflicts that we may have over ideas uh
3:44
in this country so Americans should
3:46
should if if it looks suspicious 99% of
3:49
the time it is going to be
3:50
disinformation but it's really
3:52
amplifying um it's not actually fake
3:55
information that's created out of a
3:57
whole cloth but Americans could should
3:59
continue to be vigilant throughout this
4:01
election cycle and in the period after
4:04
the election Sam what about after
4:06
election day we've already seen some
4:07
storefronts and DC boarded up in 2020
4:10
there were protests at some of the
4:12
locations where votes were being counted
4:14
you'll recall in Arizona there were
4:15
armed protesters outside of a processing
4:17
center in Maricopa County how much are
4:20
postelection protests a concern law
4:24
enforcement officials are very concerned
4:26
about the potential for violence during
4:28
what will likely be a period of
4:29
uncertainty after polls close that's why
4:32
they have extensive operational planning
4:34
for any physical security threats it
4:36
could materialize we of course has have
4:39
First Amendment protected activity in
4:40
this country but unauthorized activity
4:43
that has a potential for violence or is
4:45
intimidating or threatening will most
4:47
certainly be met with a swift response
4:49
by law enforcement uh at the state and
4:51
local level and as necessary if State
4:53
and locals requested support from the
4:55
federal government as well s vrad and
4:57
Andrew Boyd thank you
