2 tablespoons sugar, plus an additional for sprinkling
2 tablespoons baking powder
1 teaspoon kosher salt
226 g (2 sticks) cold unsalted butter, ½-inch diced
1 cup heavy cream, cold
2 tablespoons pure vanilla extract
4 large eggs, lightly beaten
heavy cream for brushing
