all right so right now we're sitting
0:02
next to the first black woman to ever be
0:04
appointed the director
0:06
of office management and budget Shalonda
0:11
young big round
0:13
such a big title
0:16
it's a little bit yeah you're in charge
0:19
of a six trillion dollar budget uh that
0:23
is what your budget your taxpayer I work
0:25
for you you work for me I work for you
0:27
okay so I'm you and you I need a small
0:30
business loan
0:32
is that possible I got a whole office
0:35
down Pennsylvania Avenue a whole agency
0:38
okay I'm gonna call somebody and make
0:40
sure that you know all that's available
0:42
to you absolutely uh congratulations you
0:45
made history you know and a lot of times
0:48
people end up in these positions but we
0:50
don't know exactly how they got there
0:52
can you tell our audience how did you
0:53
arrive here uh one I hope you all agree
0:57
with this but maybe not my ethos and
0:58
like not by myself okay
1:01
um on the backs of lots of lots of
1:03
family members
1:04
um who wished me and prayed me here uh
1:07
and by some good dumb luck you come out
1:10
of college you're looking for yourself
1:13
um and a lot of people saw something in
1:15
me and recommended me for things and
1:17
ended up working in federal budget and
1:20
then kept my ear to the ground who who
1:22
is carrying the weight in this town and
1:25
when I was young this committee kept
1:28
coming up the Appropriations Committee
1:29
the Appropriations Committee now I've
1:31
taken civics class I don't remember that
1:34
but they would call and people would
1:36
stop what they were doing I was like I
1:37
gotta go work for them so I got a chance
1:40
to go work for the Appropriations
1:41
Committee and Rose to be the staff
1:43
director of the Appropriations Committee
1:44
guess what they control how many of our
1:47
kids get to go to Head Start they
1:50
control how many funds our health
1:53
centers get which many our communities
1:55
rely on they control a 1.7 trillion
1:58
dollars
1:59
of this economy and I got to work for
2:02
them and grew to lead the staff of it
2:05
and that's how I got to know like the
2:07
federal budget process and how the
2:09
president found me and brought me over
2:11
to serve him and I get to as you say
2:14
manage six trillion dollars between all
2:17
our entitlement programs Medicare Social
2:19
Security and all the things we think
2:22
about with regard to our social safety
2:25
net in this country I get to do that I
2:27
get to do that and here you are sitting
2:29
here from Louisiana Baton Rouge it's
2:31
small older than Baton Rouge I grew up
2:33
in a little town outside of Baton Rouge
2:34
if I told you the name you'd have to
2:36
maybe look it up and it might be on
2:38
Google okay and move to Baton Rouge for
2:40
high school wow wow that's incredible
2:42
Heather yeah that's what I want to talk
2:44
about because you were talking about
2:45
being prayed here and folks that pray
2:46
for you and anytime I hear that I
2:48
personally think of my grandmother and
2:50
you were sharing some things about your
2:51
grandmother and her rules do you mind
2:53
sharing it again about her playing
2:54
basketball and and her doing that
2:57
amazing the first so I'm gonna call her
3:00
after this to make sure she listens okay
3:02
in the morning because she has lots of
3:04
opinions about what I say when I talk
3:06
about her but she's 94 and a half years
3:09
young it's still in Clinton Louisiana
3:12
um and I didn't have to look far from
3:14
home people talk about mentors I have a
3:16
grandmother
3:18
um who worked when women didn't work who
3:20
went to college and women didn't go to
3:21
college I don't know how my
3:22
great-grandparents knew to to push her
3:24
towards that my mother also played
3:28
college basketball I played Middle
3:29
School basketball until my grandmother
3:31
told me to play it she says not that
3:33
you're not good
3:36
that's awesome yes
3:40
find some mail so I also was not coddled
3:42
as a as a child so I came from like a
3:45
whole whole host and long of of strong
3:48
women and I'll share with you too I have
3:50
a 15 month old so that that's the hard
3:53
part of today I I have a 15 month old in
3:56
addition to doing this job so I have a
3:59
lot behind me pushing me but also have
4:01
her looking at me which is what is a big
4:04
driver for me and also the example what
4:06
I'm doing this for and what we're all
4:07
doing this for
4:09
thank you so I want to say our audience
4:11
is prime for civics and civics class so
4:13
I love how you kind of leaned into that
4:14
we're throwing out big terms right now
4:16
six trillion dollars we talked about the
4:18
office down the street which I'm
4:19
assuming talk about United States small
4:21
business administration so if you can do
4:23
a quick civics class for our audience
4:24
and break down how does that six
4:26
trillion dollars what type of agencies
4:28
does it go to can you talk about the
4:30
agencies and then talk about how do you
4:32
prioritize the allocation of which
4:34
agencies gets which amount of funding
4:36
first of all Civics and American history
4:37
were my favorite class and I did not
4:39
know that would lead me here I got to
4:41
teach the class we were good in the
4:42
class the teacher could pick you to
4:43
teach for a day so that was my that was
4:46
my class
4:47
um and people should know that one of
4:49
the things we're trying to do for my
4:50
office we don't just do the budget we do
4:52
the management piece so we we tell
4:54
people we would like to use this 700
4:57
billion dollars in purchasing power you
4:59
as a government this is what we should
5:01
be focused on so there's a lot more than
5:03
presenting the budget it's how you uh
5:06
turn the federal uh democracy the the
5:10
agencies into something that Joe Biden
5:13
ran on what he told people would do and
5:15
therefore you need an agency like this
5:17
one to put out instructions guidance and
5:20
say we expect you to do this this way
5:22
and that's what we do from this office a
5:25
lot of the six trillion dollars are what
5:27
we call entitlements so people know them
5:29
as Social Security Medicare Medicaid
5:31
children's health insurance those are
5:34
the biggest parts of our federal budget
5:36
but there are also things like Head
5:38
Start Child Care block grants Health
5:41
Care Centers hbcus
5:43
Pell Grants a lot of that is in uh in
5:47
our federal budget as well so the
5:50
biggest dollars though are in those
5:51
entitlement programs that you know you
5:53
get when you're a bit older than all of
5:55
us are
5:57
uh Shalon I want to ask you when when
5:59
you get hired into a position like this
6:02
like when I got hired or we get hired on
6:04
Sirius XM it's a different process than
6:07
I would imagine getting hired to work
6:08
for the president did he call you
6:10
directly the day you got hired how did
6:12
you find out so it is a process
6:16
um and you do talk to him and I'm sure
6:19
it goes differently with everyone
6:22
um and you are then asked to serve uh
6:25
and then you have to do a little process
6:27
called the Senate confirmation process
6:29
so you tell everybody all of your
6:32
business your your financial business
6:34
your personal business your neighbors
6:37
call you and say the FBI just dropped by
6:39
and uh asked about you uh so you should
6:42
know your public servant so well vetted
6:45
uh and so it is a long tedious process
6:48
and that's why you hear the president
6:50
when you serve him thank families
6:52
because your families do go through a
6:55
lot to get you here and really you need
6:57
the support of them because it's a lot
6:59
and you have to do a lot I went in front
7:01
of two Senate committees testified about
7:04
why I thought I was qualified and got
7:06
bipartisan support out of the Senate to
7:08
be confirmed into this job okay I want
7:12
to thank you for being on the show it's
7:13
great to sit next to someone who works
7:15
so great with money uh so my last
7:18
question is is if you had to put your
7:20
bet on which NBA basketball team is the
7:24
greatest of this era who would you place
7:27
your best on
7:28
so I told you I was from Louisiana so I
7:30
have to shout out to the Pelicans
7:32
however however
7:36
I must congratulate our our Oakland
7:39
friends our California friends the the
7:42
Warriors and the house and the white
7:43
house today uh it's nice to have them
7:46
um you know we're we're all fans and one
7:49
you have like nice people the curries
7:51
are uh just just good people and it's
7:54
nice to have them back on campus and
7:56
feel some normalcy back uh after being
7:59
living with covet we are finally
8:01
starting to get some of those rhythms
8:03
back so congratulations to you and the
8:05
rest of uh Northern California uh
8:08
including the VP I'm sure has on some
8:11
Warrior Warrior colors today so she does
8:13
uh notice I did not answer the question
8:15
but congratulations
8:18
well thank you and thank you for your
8:21
service thank you so much absolutely
