Hi and welcome to Talking Tom's River
0:08
with Mayor Dan Rodri. I'm Jeff Dings and
0:11
we have our mayor Dan Rodri with us. How
0:13
you doing, Dan? I'm doing great, Jeff.
0:14
How are you doing? Doing great. Great.
0:16
We got a lot to talk about. We do.
0:18
There's a lot going on in Tom's River.
0:20
Um, a lot of great things and and a lot
0:23
of things that are being uh vilified.
0:27
Yes. That shouldn't be. They shouldn't.
0:29
So, let's start off
0:32
with Let's go through some of your
0:34
accomplishments as mayor. Absolutely.
0:36
Well, this year we're going to introduce
0:38
our second budget with a 0% tax
0:40
increase. What does that mean? Means
0:42
municipal property taxes will not
0:44
increase. Any increase that a resident
0:46
might see would be uh either the schools
0:49
or the county taxes. But we have kept
0:51
the amount of spending we're doing as a
0:54
municipality flat. Actually, we've
0:56
decreased spending, but taxes will be
0:58
flat. Okay, that's I think there's a lot
1:01
of people are going to like that. Yes,
1:03
we we've actually cut cut a tremendous
1:04
amount of our payroll. We've reduced
1:06
payroll from $55.8 million when I took
1:10
office. Now, it's 50 million 50.3. So,
1:13
we've cut about 5.5 million in payroll.
1:16
That And now, was that like redundant
1:19
jobs or anything that was unnecessary
1:21
that we we deemed to be unnecessary, we
1:23
we uh eliminated. We were Doge before
1:26
Doge was
1:27
cool. And to a lot of people, Doge still
1:30
isn't cool. You know, because so many
1:32
people, they'd rather attack the uh the
1:35
person doing it rather than what was
1:37
wrong with the system beforehand that
1:38
they're fixing. Isn't that the case, you
1:41
know? So, what else? Let's see. We got
1:43
um what about the the towers? Uh well,
1:47
as as many many residents know, the uh
1:49
developer Capidaglia, they had missed
1:52
all of their deadlines. Uh the township
1:54
did have a contract with them, but they
1:56
violated that contract. So we uh we
1:59
repealed the agreement. We pulled out of
2:00
the agreement for the towers. We also uh
2:03
the council supported uh the my my uh my
2:08
desire to eliminate the downtown
2:09
redevelopment plan which allowed
2:11
developers to build up to 150 ft uh
2:14
which would be as as much as 15 stories.
2:18
and it allowed uh future administrations
2:20
to give property tax exemptions out to
2:23
as far as 50 years. So, uh the council
2:26
supported my agenda and we repealed that
2:28
downtown redevelopment agreement as
2:30
well. So, we've been fighting the
2:31
developers taking them on head on
2:33
because it seems to me that 15 stories
2:35
for a town like Tom's River, especially
2:37
where they wanted to put that right on
2:39
the waterfront and people are saying,
2:41
"Oh, it won't affect the view. It won't
2:42
affect the view." But 15 stories is big.
2:46
It's it's it's big. It's it's not it's
2:49
not commensurate with the look and feel
2:50
of Tom Zerver. I mean, we're a big town,
2:52
but we have a small town feel, right? Uh
2:54
it also doesn't make good fiscal sense,
2:56
right? Uh the prior administration, we
2:58
did a great thing going around and
3:00
preserving open space. Uh but often
3:02
times we were purchasing property where
3:05
maybe somebody could have built 10 or 15
3:08
uh single family homes. uh you know, and
3:11
on the flip side, uh they were offering
3:14
property tax exemptions for 30 years to
3:16
put 500 units of housing. Uh and so you
3:20
weren't even going to collect any
3:21
property tax. Uh it's just not not
3:23
fiscally responsible to to put 500
3:26
families somewhere uh with no property
3:28
taxes. Right. Right. Now, what we talked
3:31
a little bit about the budget. Tell me
3:33
more about the budget.
3:34
Well, um it's it's not it's not fully
3:37
unveiled yet, but it it will be a flat
3:40
tax and we have really greatly reduced
3:42
spending, but we will not cut any core
3:44
services. When you say core services,
3:47
what does that include? Uh policing,
3:50
EMS, as you know, not only have we
3:52
reduced our budget, uh uh but we've also
3:55
improved our emergency response times
3:57
and increased uh the amount of resources
4:00
in the police department in regard to
4:02
EMS. Uh we've added dozens of full-time
4:05
EMTs. Uh the township used to have two
4:08
or three uh ambulances on the road. We
4:12
now have six. Uh we cut our response
4:15
time on the barrier island from an
4:16
average of 15 and a half minutes all the
4:19
way down to 6 and 1/2 minutes. And the
4:21
last time we checked, we had shaved an
4:23
average of 1 minute off townwide. So
4:26
when I say we're not going to cut any
4:28
kind of services, uh that's exactly what
4:31
I'm talking about. We've improved
4:32
services. So you're focusing on
4:35
efficiency efficiency and and and kind
4:38
of services that people need. Uh for
4:41
example, we eliminated uh the uh
4:43
certificate of occupancy ordinance. We
4:45
did that right first day in uh the prior
4:48
administration hired nine people or 10
4:51
people and they created this new
4:53
ordinance where you had to get this
4:55
certificate before you could sell your
4:57
home. And uh you know people would have
5:00
to go back 40 years and get permits for
5:02
work that happened in the 80s. They
5:05
didn't even live there. It was taking
5:07
six months for some people a year to
5:09
sell a home. We eliminated that and we
5:12
eliminated all of the workers that were
5:14
hired to enforce that uh absurd
5:17
ordinance. Now were those certificates
5:19
expensive? Like if I went back and and
5:21
had to do that, how much would that by
5:24
eliminating that? How much does that
5:25
save me as a homeowner? Well, it saves
5:28
you when you go to sell your home. Um,
5:30
it it made a lot of money for the town,
5:32
right? Uh, and and it and and it ran the
5:35
gamut, right? I mean, you could have a
5:37
small problem or you might need to pull
5:39
a permit for an extension in which case
5:41
they have to calculate what all of that
5:43
should have cost and then you get build
5:46
based on that. We we we completely
5:48
eliminated it. It was like a North
5:50
Jersey style ordinance. It was the exact
5:53
kind of thing that I moved out of Jersey
5:55
City to get away from it 30 years ago.
5:59
So now, um, because I know that like
6:02
with the budget, uh, especially like
6:04
with the police, there was a lot of, uh,
6:06
negativity going on with that when
6:08
certain positions that you would say
6:11
were redundant were retired out and not
6:14
replaced. Right. Well, we we had I I
6:16
think we've been through this a lot in
6:18
the papers. Uh we had uh a number of uh
6:22
administrative positions that were
6:23
frankly unnecessary. They had nothing to
6:25
do with uh boots on the ground. Uh we
6:28
didn't fire anyone, but as these
6:30
positions as folks retired, we we didn't
6:33
backfill them. And the reason being is
6:35
they were just very expensive. So a
6:37
police captain in Tom's River uh makes a
6:40
salary of approximately $240,000 a year.
6:43
The town is then Can I be a police
6:45
captain in Tom's River? Pretty good
6:46
deal, right? Pretty good deal. Uh and uh
6:49
the the pension payment on that is
6:51
another 37 a.5%. So that's another
6:54
$100,000. That's 340. And then you got
6:56
to do health and unemployment tax and
6:59
all the other social security. It's it's
7:02
close to a $400,000 uh uh a year
7:05
position. Two folks were retiring. Uh we
7:08
didn't backfill those and we use that
7:10
money to put dozens of EMTs on the road.
7:13
Right. Because I do remember there was a
7:15
lot of backlash and negative from the
7:17
from the police unions. Yeah. From the I
7:20
think the general public uh supported
7:22
what we did and that was uh evident in
7:25
the election that occurred immediately
7:27
after that in Ward two where the
7:30
opposition spent a tremendous amount of
7:32
money to say that um you know I was
7:35
cutting cops and I was a bad man, a bad
7:38
leader and they called Bill Burn my
7:40
puppet. Well, Bill Burn won an
7:44
astounding victory uh which I think um
7:48
shows that the people of Toms River are
7:49
behind the good government we're
7:51
bringing. Yeah. In spite of all the
7:53
negativity. In spite of the negativity.
7:55
Right. I Well, I got I got no no
7:58
complaints. Um I remember meeting you
8:01
for the very first time a whole bunch of
8:03
years ago when I first moved in to take
8:06
care of my mom and dad over in
8:09
Silverton. Yeah. and they're both
8:11
unfortunately both gone now. But you
8:13
knocked on our door campaigning and it's
8:15
like who still does this and uh just
8:19
standing outside and and starting a play
8:21
because I didn't want to talk to anyone
8:22
about politics at the time and it's like
8:25
this guy's coming into you know he's
8:27
hustling his his platform. But as we got
8:30
to talk and the next thing you know I'm
8:31
inviting you in get you know giving you
8:33
something to drink. We're sitting down
8:35
on the porch and we're we're having a
8:37
conversation and um even my mom who was
8:41
cynical and um you know she passed when
8:44
she was 90 but even
8:46
then my mom was a little cranky at times
8:49
never to be
8:50
she but her cynicism extended to sales
8:54
like insurance car salesman people who
8:56
randomly knock on your door yeah people
8:58
politicians who knocked at her door she
9:00
didn't like anybody and if you remember
9:02
she came out that day and sat with for
9:04
Lynn talk with us for a while. Good
9:06
woman. And when when you left, she goes,
9:08
I like him. And I was like, you do? Cuz
9:13
she didn't like anybody. So to get her
9:15
seal of approval was a huge step. God
9:19
bless her. Yeah. The person very astute,
9:23
politically astute, you know, just um
9:27
you got great great parents. Terrific.
9:30
Yeah, they are missed. So, what else do
9:32
you have going on that that you think is
9:34
important that we bring to light here
9:35
today? Well, um we have an awful lot of
9:39
parks that we're we we've committed to
9:41
to build. Uh we're going to do a pier
9:44
downtown. You know, we're closing on the
9:47
u the uh boat works building, which is
9:50
no longer a building. The the owner took
9:53
it down as part of the agreement with
9:54
the township. No, where is that? I I
9:57
know. Right next to right
9:59
next to uh Water Street Bar and Grill.
10:01
Oh, the one across the street that looks
10:02
like it had been abandoned for a long
10:04
time. Oh. Oh, god. Since Sandy. Oh,
10:06
okay. And it was a disaster. You
10:07
couldn't You could smell the mold from
10:09
outside. But it has a tremendous amount
10:11
of repairarian rights. So, we're going
10:13
to do a pier. Uh lots of jet ski pads,
10:16
areas for kids to crab and fish. Uh we
10:19
we would also like to get a concession
10:22
in there much like what the state did at
10:24
the Red Fox uh on Island Beach State
10:26
Park. I don't know if you're familiar
10:28
with it. Great restaurant. I think the
10:30
owner runs an operation on the Point
10:33
Pleasant Boardwalk too where they do
10:35
fried food, but the food is fantastic.
10:37
And what's really interesting about it
10:40
is because it is state property,
10:42
government property, we all know that
10:45
liquor licenses are limited. Uh well,
10:48
the government can create a municipality
10:50
can create a liquor license for for
10:53
government space uh like like the show
10:56
gun restaurant at the golf course. So, I
10:59
would like to get a concession in there
11:01
and create that type of uh uh
11:04
concessioners liquor license pending the
11:06
council supports it so that we could get
11:08
some some additional restaurants with
11:10
music tiki bar kind of thing going on
11:12
down there. Great. We also have plans uh
11:15
that we've commissioned to do a spray
11:17
park when you go over that little bridge
11:19
on the island. It'll be real nice for
11:20
all the kids. Uh we want to do a
11:23
revolutionary theme, you know, uh to
11:25
honor Joshua Huie. Uh maybe some red
11:28
coats and some cannons and ships. It'll
11:30
be really nice. I think the kids will be
11:31
awesome. So, I've heard that on
11:33
Saturday, April 12th at 9:00 am there's
11:36
going to be this Easter egg hunt that
11:37
you have every year. Oh, we have that.
11:38
We We tried Well, we This will be the
11:41
second year. Last year we gave it a
11:42
shot, but it was raining, but still the
11:44
Easter Bunny was out there with uh a
11:47
tent and and umbrellas and they they
11:49
gave out an awful lot of candy. This
11:51
year uh we're going to have 20,000 eggs
11:54
and I believe it's going to be separated
11:56
by age groups. So uh I think it's like
11:59
uh up to a certain age is in one area
12:01
and then the bigger kids will be in
12:03
another area. What about big kids like
12:05
me? Big kids like you, you don't get to
12:07
participate, Mr. D, sir. I'm sorry. We
12:10
have rules in Tom's River. Oh well.
12:13
Anyway, so but it should be a whole lot
12:15
of fun, right? I'm looking forward to
12:16
that. I'm looking forward to We're doing
12:18
our summer concert series again uh like
12:21
like uh last year. This year I think
12:23
we're doing up to nine
12:24
concerts works. We do them in Shelter
12:27
Cove. The concerts uh we're and we're
12:29
going to be doing them there again. This
12:31
year we're going to do a few concerts at
12:33
town hall as well on the steps and shut
12:35
down the street just to bring more more
12:38
people downtown. Nice. It'll be it'll be
12:40
great. We had terrific bands, firework
12:42
shows, and again, we've done all these
12:44
great things without raising taxes. So
12:47
Dan, final thoughts as we wrap up this
12:49
segment. What's close to your heart that
12:51
you want the public to know about? that
12:53
we're going to continue to work to keep
12:55
Tom's River a safe and affordable place
12:57
to live, work, do business, raise a
13:00
family. These are the important things.
13:02
That is what the people elected us to
13:04
do. That is what we're going to continue
13:05
to work on.
13:08
So, thank you for joining us today,
13:10
folks, on Talking Toms River with Dan
13:12
Rodri, our mayor. And we've had some
13:14
great insights into what's going on in
13:16
the city, and we look forward to uh
13:18
doing more of these in the future. and
13:21
thank you for uh joining us and being a
13:22
part of this. Thanks for having me,
13:23
Jeeoff. You're very welcome. It was good
13:25
seeing you. You, too.
