Changes April 26th 2017. Velia hotspot has moved west but now you have two options. You can stay in safe zone and fish exhausted or move into the red a bit and be PKable but abundant (30% faster fishing).
To not be pkable use an alt level 49 (do not do level 50 quest) then no one can flag and kill you! Also make sure to stand back from water or people can get you stuck on their boat and take you out to sea.
