I'm Gary Bembridge and I want to talk
0:01
about a big US cruise update is there
0:04
any light at the end of the tunnel sure
0:06
we be expecting that cruisers will run
0:08
in and out of the US any time soon over
0:11
the last week or so there's been a
0:13
couple of updates which suggests it's
0:16
probably not the news you want to hear
0:18
some good news and some bad news so
0:20
let's unpack it and take a look at what
0:22
cruisers in the US can expect the CDC
0:26
the Center for Disease Control no sell
0:28
order only applies to ships that carry
0:30
250 passengers or more so we are going
0:33
to see a couple of signs of cruising
0:35
starting in a small way so we're seeing
0:37
for example uncrewed which run small
0:40
ships starting their alaska season at
0:42
the end of july there are a whole bunch
0:44
of restrictions you have to have a cover
0:46
90 tests before joining the ship for
0:47
example there's some social distancing
0:49
onboard but those cruisers will be
0:51
starting up we're also seeing some river
0:53
cruising starting up with the American
0:55
Cruise Line starting up on Mississippi
0:57
so we've seen some small signs of the
1:00
small cruise ships starting to run
1:02
however that's not the bulk of cruising
1:04
that's not what most cruises are really
1:06
interested in they want the big ships
1:08
heading out of Miami Fort Lauderdale
1:10
Port Canaveral and all around the u.s.
1:12
particular heading to the Caribbean so
1:14
what exactly is happening and what is
1:15
the mood music and science there the big
1:18
cruise lines have canceled all their
1:20
cruising's at the moment at least to the
1:22
middle of September in the announcement
1:24
they made there were signs that they
1:26
were indicating or suggestion that this
1:29
could probably go on even longer there's
1:32
no certainty at all that cruising will
1:34
be starting in the middle of September
1:36
or even in October at this point in time
1:38
despite what you can go online or talk
1:40
to a travel agent and book one of the
1:42
big challenges that we're facing is the
1:44
CDC the Center for Disease Control which
1:46
has a no sell order and is has to sign
1:49
off on cruise ships starting does not
1:51
appear to be engaging at all or very
1:53
little with the cruise industry cruise
1:56
industry itself is not really publicly
1:58
criticized the CDC and are always
2:01
talking about a collaborative
2:02
relationship however other constituents
2:05
peared travel agents travel agent groups
2:07
some of the Wall Street analysts have
2:10
really criticized the CDC for what is
2:13
apparently appears to be very little
2:15
connection with the cruising industry to
2:17
get the discussion going on how cruising
2:19
can start one of the sides of this is
2:21
they haven't even completely signed off
2:23
an agreed crew repatriation yet there's
2:26
still a lot of crew on board passing
2:27
ships that need to head off home
2:30
the CDC rules mean that crew cannot come
2:34
on land in the United States and use
2:36
commercial transport so when cruise
2:39
companies need to repair a crew they
2:41
have to sail to other territories so
2:43
even within the last 10 days Virgin
2:46
Scarlet lady which was based in Miami
2:48
left Miami and sailed all the way back
2:50
to Europe to Genoa to be able to
2:52
their crew so we're even seeing on stuff
2:55
that's been going on for months at CDC
2:57
it has not worked in a way that's
2:59
enabling crew to be repatriated in an
3:01
easy way also very importantly before
3:04
the CDC will sign off the no sell order
3:06
they have to agree the protocols with
3:08
the cruise liner the current no sail
3:09
Audax fires at the end of July and that
3:12
will be extended because the cruise
3:14
lines and the CDC have not been
3:16
discussing and have not agreed a
3:17
protocol for starting up again so
3:20
without a shadow of a doubt that no
3:21
cellar is going to extend it and the key
3:23
will become what data they set for that
3:25
no cell order so that's a doom and gloom
3:27
what is happening on the positive side
3:29
well the cruise lines are becoming much
3:31
more organized and planning much more to
3:34
push the point one of the most
3:36
significant things that's happened in
3:38
the last week is Royal Caribbean and
3:40
Norwegian Cruise Line group have formed
3:43
a brand new advisory panel which is
3:46
working on very specific very detailed
3:48
protocols and recommendations to get
3:51
cruising going again it's called the
3:53
healthy sail panel and consists of 11
3:56
very influential very well-connected
3:58
public health and scientific advisors
4:00
it's endorsed by clear the cruise line
4:03
Association it has some really big heavy
4:06
hitters on the team so you have a
4:09
multi-term ex governor of Utah who also
4:13
is the Secretary of Health in the Bush
4:14
administration you also got an ex
4:16
commissioner of the FDA the Food and
4:18
Drug Administration you've also got an
4:21
ex deputy director of infectious
4:23
diseases from the CDC they have been
4:25
working for a month they do their final
4:27
at the end of August and that will feed
4:29
into the proposals that the cruise line
4:31
make to the CDC about cruising
4:33
restarting this is why I believe it's
4:35
gonna take a while for cruising to get
4:37
going because that documents not even
4:38
going to go in or be put to the CDC
4:41
until way into September they're working
4:46
streams first of those is the whole
4:49
screening process in terms getting
4:51
passengers on board so the interest see
4:53
where the testing is part of that the
4:55
second stream is the whole onboard
4:56
environment cleaning and disinfecting
4:59
protocols the third which is very
5:01
important and is very important also in
5:03
the CDC's requirements is a plan for
5:06
people that get in what happens if
5:08
there's an outbreak of illness on board
5:10
but in terms how they're dealt with on
5:12
board but also the plans and processes
5:14
of getting people back on land one of
5:17
the big issues the CDC has in their
5:19
original documentation was they have
5:21
major concerns around cruise passengers
5:24
relying on needing and putting a strain
5:27
on land based or shoreside based medical
5:30
so this clade will be addressed as part
5:31
of that stream the fourth stream which
5:33
also is a very interesting one talks
5:35
around destinations and ports the remit
5:38
of the group specifically it talks about
5:40
what activities will be allowed and how
5:42
to control passengers once they offer
5:44
the ship in an environment which mode
5:46
might pose some risk we've already seen
5:48
some hints about where things may settle
5:50
down we've seen the cruise liner sectors
5:52
for example talking about initially
5:54
starting with shorter voyages focusing
5:56
very much on the local population people
5:58
that are close to port sodon't having to
6:00
rely on flying in we've all seen them
6:03
talking about certainly initially having
6:04
lower capacity so fewer passengers on
6:07
board to enable some of the social
6:09
distancing we've seen discussion around
6:11
changes to things like the buffet where
6:13
there won't be self service they will be
6:14
cruise served the EU issued a 49 page
6:17
document with guidelines for the big
6:19
ocean cruising ships to start sailing
6:21
again one of the most contentious issues
6:24
in the EU document was around passengers
6:27
aged 65 years and older and of course
6:29
that group is a very big part of the
6:31
cruising population that you document
6:34
spoke about passengers aged 65 or over
6:36
having to have some kind of medical
6:38
certificate or certainly some sort of
6:41
advice and screening on their own accord
6:43
before they went on a cruise but also it
6:46
spoke about how once you're onboard
6:48
present is over 65 could be separated
6:51
for dining activities and even for
6:54
excursions this has caused a lot of
6:57
consternation amongst people seeing that
6:59
of course we don't know if that's going
7:00
to be the reality in an interview with
7:03
Frank Del Rio the who runs the Norwegian
7:06
Cruise Line group about this he said
7:08
they're going to try and avoid it but he
7:10
didn't say it's definitely not going to
7:11
be part of the proposals this is what he
7:13
actually said I'm hopeful that we will
7:15
have multiple layers so that breaking up
7:18
or dividing the populous of our guests
7:20
into predetermined groups of age or
7:22
nationality or anything else that is
7:25
anyway exclusionary won't be necessary I
7:28
hope that it is some extreme measure
7:30
that hardly ever has to be put in use
7:33
and that last bit is really important so
7:35
it does sound that that issue of older
7:37
passengers is something that is a live
7:39
issue and could become part of this
7:41
whole proposal in the United States
7:43
Cruise Lines are on hold CDC doesn't
7:47
appear to yet be really engaging but on
7:49
a positive note the cruise lines are
7:51
being very assertive and aggressive
7:53
about putting into place really detailed
7:55
protocols that are signed off by some
7:58
very influential public health and
8:00
scientific independent advisors
8:02
hopefully that will be the thing that
8:04
gets this whole thing moving and gets a
8:06
cien DC to engage what do you think
8:09
about cruising the US what do you think
8:11
is going to unlock and get cruising
8:13
moving in the US again I love to hear
8:16
remember I have loads more videos cruise
8:18
updates cruise reviews cruise line and
8:20
cruise tips videos so why don't you
8:23
watch another one of those right now
