Norway Seizes Russian Ship Professor Molchanov in Arctic—Russia Furious

A Russian Arctic research and expedition vessel has been detained by Norwegian authorities in Svalbard in a dramatic new development involving Russia, Ukraine and a multibillion-dollar legal dispute. The vessel, Professor Molchanov, was seized in the Russian-controlled settlement of Barentsburg after the Nord-Troms and Senja District Court granted Ukrainian state energy company Naftogaz the right to seize the ship. Naftogaz is attempting to enforce an arbitration award of approximately $4.22 billion, plus interest and costs, connected to the expropriation of its assets in Crimea. The case is particularly unusual because the asset involved is not a conventional commercial tanker or cargo ship. Professor Molchanov is a Soviet-era scientific vessel built in Finland, approximately 71 metres long and designed for operations in demanding Arctic waters. Russia’s meteorological service says the ship was built in 1983, has an ice-classed design, can remain at sea for up to 70 days and has been used for polar and oceanographic research since 1991. It was later modified to accommodate passengers and expedition operations. The vessel has spent decades supporting Russian scientific activity in the Arctic, including major expeditions and the Arctic Floating University project. More recently, it has also served as a logistical link between Murmansk and Svalbard, carrying scientists, passengers and supplies. Now, however, the ship is at the center of an international legal confrontation. Russia rejects the underlying arbitration jurisdiction and has protested Norway’s action. Norwegian authorities say the seizure followed a court order, while the Governor of Svalbard has confirmed that the vessel is being kept in Barentsburg and that arrangements are being made for the crew and passengers.
