the office of personnel management made
0:02
a big announcement this week because it
0:05
has the potential to really be a
0:06
gamecher for federal employees who are
0:09
going to be retiring in the near future
0:11
let's get into the details hello and
0:13
welcome everyone i'm ian smith with
0:15
fedsmith.com thank you for joining me
0:17
today so what is this big news i was
0:19
teasing the office of personnel
0:21
management announced on may 7th that it
0:24
has developed in conjunction with doge
0:27
or the department of government
0:28
efficiency an online processing system
0:32
for its retirement applications so it's
0:35
going to scrap the old manual paperbased
0:38
system federal employees retirement
0:40
applications will now be processed
0:41
completely online and that's going to
0:44
take effect on june 2nd opm will no
0:47
longer accept paperbased applications
0:49
starting on that date they have to be
0:51
submitted completely digitally in fact
0:58
thatum any newly created paper
1:00
retirement packages will not be accepted
1:02
and will be sent back to the agency for
1:06
resubmission again starting on june 2nd
1:09
i'm not going to get into tons of
1:10
details about the memo this was uh all
1:13
of this was contained in a memo sent by
1:15
opm acting director charles ezel to
1:18
agency heads um if you want some more
1:21
details i go into them in an article i
1:23
wrote about this i'll include a link to
1:24
it in the description so this is a big
1:26
deal uh opm has been working on this as
1:30
i said and it's happened in astounding
1:33
amount of time very quickly at least i
1:36
think it's astonishing and in a moment
1:38
i'll i'll get into why i think it's it's
1:40
so surprising this effort has been done
1:42
in collaboration between opm's uh
1:45
retirement services team and doge the
1:47
department of government efficiency
1:49
airbnb co-founder joe gabia joined doge
1:52
and he took the lead on this project and
1:56
he told fox news back in march quote
1:59
"this will be an online digital process
2:01
that will take just a few days at most
2:03
it's an injustice to civil servants who
2:05
are subjected to these processes." as i
2:08
mentioned i was stunned at how quickly
2:10
this has been done it's been done in a
2:13
matter of months as far as i know from
2:15
the information opm has released and the
2:17
milestones they've achieved that they've
2:19
announced along the way and the reason
2:20
is because opm has tried a few times in
2:22
the past to modernize the retirement
2:25
processing system and failed and it it
2:28
went on over decades in some cases their
2:30
efforts actually date back to the 80s
2:32
around the time when furs the federal
2:35
employees retirement system was first
2:37
launched by congress but a 2012 gao
2:40
government accountability office report
2:43
um outlines and describes the history of
2:45
opm's efforts to modernize its
2:48
retirement processing system and these
2:51
are a few highlights from that report
2:52
i'll just go through quickly the fur's
2:55
automated processing system initiated in
2:57
1987 was terminated in 1996 due to
3:01
management weaknesses and lack of
3:03
progress then after that the retirement
3:07
systems modernization rsm program
3:10
planned from 1997 to 2001 changed
3:14
direction in 2001 before
3:17
implementation in 2006 opm award awarded
3:22
contracts for rsm for automating the
3:25
retirement process including converting
3:28
paper records to electronic files in
3:31
2008 opm renamed the project the retire
3:34
ez e the letter e letter z retire ez
3:38
program but it terminated the contractor
3:41
due to problems and was eventually
3:43
eventually terminated the entire program
3:46
in 2011 compare all of that to
3:49
2025 opm announced in late february that
3:53
it had successfully processed its first
3:55
retirement application completely online
3:57
and it did so in less than a week on may
4:00
2nd joe gabilla announced that 25
4:03
federal employees were retiring through
4:05
a process conducted fully online just 5
4:08
days later opm is now rolling the entire
4:12
thing out governmentwide really just in
4:14
a matter of months it seems they've
4:16
gotten this done whereas with past
4:19
efforts it goes back decades and if it
4:22
all goes well and works as described
4:25
this has the potential to be a big
4:26
gamecher for federal employees because
4:29
as i said the current system is really
4:31
slow according to opm's own estimates
4:34
from its retirement quick guide the
4:37
current wait time for federal employees
4:39
to get their full annuity payments is 3
4:40
to five months so meaning if you were to
4:44
now you're going to be waiting 3 to five
4:46
months for your application to be fully
4:48
processed on average some of our readers
4:50
have told us in comments that it's taken
4:52
over a year for them to have their
4:55
applications fully processed the current
4:58
system is also prone to errors and that
5:00
adds to delays opm for instance warns
5:03
federal employees in one of its faqs on
5:06
retirement about the need for having a
5:08
healthy retirement application which is
5:10
one that is free from errors and has all
5:12
the necessary information it says in
5:15
that faq quote "you can help reduce
5:18
delays in processing by submitting your
5:21
application in advance and by making
5:23
sure your official personnel folder is
5:25
complete if you submit your paperwork
5:27
early your personnel and payroll offices
5:30
will be able to complete their action
5:31
before your retirement date so the
5:34
current process involves a number of
5:36
different stakeholders the federal
5:38
employees themselves personnel offices
5:42
opm it's a it's a slow complex process
5:46
and also it the current process has
5:48
created a backlog of these retirement
5:50
applications as well if you read
5:53
articles on the fedsmith.com website
5:55
you've probably seen the ones that i
5:56
write each month i've been doing it for
5:58
a number of years now highlighting the
6:01
status of the opm retirement backlog and
6:05
how much it grows or shrinks on a
6:07
month-to-month basis as of the end of
6:09
april the current backlog is
6:12
16,173 retirement claims that may sound
6:15
like a lot but it's actually been a lot
6:17
higher it's been over 60,000 that was
6:21
2012 and that year it was it was quite
6:24
high there were several months it was
6:28
40,000 opm steadystate goal they call it
6:31
13,000 and that's only been achieved a
6:34
few times the last time it hit that
6:37
2015 but the current backlog all things
6:40
considered is is actually pretty good
6:42
because over the last uh year or so
6:45
opium has has really done a good job of
6:47
reducing it but point being the current
6:50
system results in this ongoing backlog
6:53
claims and presumably this backlog would
6:56
go away if this new online system works
6:59
as it's expected if the retirement
7:01
processing is moved entirely online is a
7:05
success and it's permanently adopted
7:08
then i would assume this this current
7:10
backlog of the paperbased claims in the
7:13
old system would be gone within a few
7:14
months but uh if you contrast all of
7:17
that with descriptions that have been in
7:18
the media with this new system it's
7:21
night and day um a white house official
7:24
for instance told fox news back in april
7:26
that the new system could process a
7:28
federal employees retirement application
7:30
in less than one second so if it works
7:33
as expected that's quite quite a change
7:37
from 3 to 5 months so like i said this
7:41
is a gamecher and i hope it's a success
7:43
because that's going to be good news for
7:45
you all for federal employees if you're
7:46
going to be retiring soon you won't have
7:49
to wait nearly as long to get your full
7:51
annuity payments we'll see how it goes
7:53
uh hopefully it'll be a success like i
7:54
said and um and again this is coming uh
7:58
june 2nd thank you for watching and
