Doubtful waste management: is Cyprus doing enough to fight illegal landfills?

The Republic of Cyprus has a serious issue with its waste management. The island recycles far less than required by European Union legislation and sends much more to landfill. It also has numerous illegal dumping grounds. What is the extent of the problem, and what are the possible solutions?
