A very complex negotiation: Carney on tariffs after his 1st meeting with Trump
May 9, 2025
Do you anticipate lifting tariffs on autos at any point? And what did you tell him in the room about that topic? ... Given what's happened with the USMCA and the tariffs at Canada is facing, how do you trust that the US right now is negotiating good faith and how do you trust new deal you sign with him?

hi Prime Minister Joanna Smith from The
0:02
Logic Um at one point during the meeting
0:05
in the Oval Office the president when
0:07
talking about the tariffs and talking
0:08
about a deal also made very clear that
0:10
when it comes to autos his goal is to
0:13
have car makers make them in the US and
0:15
for the tariffs to not make it make any
0:17
economical sense be made in Canada
0:19
anymore Do you anticipate lifting
0:23
tariffs on autos at any point um and
0:26
what did you tell him in the room about
0:27
about that topic well we had uh we had
0:29
discussion about all the major issues in
0:31
the uh in the room so to speak in the
0:33
lunch afterwards uh including autos um
0:36
and uh specifically without going into
0:39
the full details uh the strategic
0:42
position of the North American auto
0:44
industry or more specifically the
0:45
Canadian US auto industry uh uh versus
0:48
foreign competition uh including from
0:50
Asia uh and how that could be enhanced
0:53
Um I I and uh the Canadian government uh
0:57
and I would say the Canadian auto
0:58
industry I would actually say the auto
1:00
industry as a whole uh is uh is of the
1:03
view that Canada Canadian auto workers
1:06
Canadian auto companies Canadian parts
1:08
companies Canadian steel uh Canadian
1:10
aluminum uh all play an important role
1:12
in enhancing the competitiveness of u
1:16
American auto companies Um so we will
1:18
continue to uh press that case and and
1:20
look for an arrangement that takes full
1:22
advantage of it for the benefit of the
1:23
United States But of course from our
1:25
perspective for the very much for the
1:27
benefit of Canada And what did he ask
1:29
you about China in your closed door
1:31
meetings and what did you tell them
1:33
that's why they're closed
1:35
door Say well yeah we had a wanging
1:40
discussion I mean to summarize uh look
1:43
in a negotiation you don't get like
1:46
little elements of it you get an end to
1:48
a negotiation we're having a very
1:50
complex negotiation about a wide range
1:52
of issues uh and it's as I said before I
1:55
came here I wouldn't have expected white
1:57
smoke coming out of this meeting that
1:58
was not my expectation that uh because
2:01
of the nature of the negotiation so you
2:03
don't expect to have specific progress
2:06
as things move along even when you're
2:08
making progress uh because it's It's a
2:10
global that's why it's a global
2:11
negotiation
2:14
Good afternoon Prime Minister Ashley
2:15
Burke CBC News What specifically did you
2:18
say to President Trump about lifting
2:20
tariffs on Canada and based on your
2:22
conversations what do you think it would
2:24
take to get those tariffs lifted and how
2:26
long could it take well uh I can't
2:28
answer the second uh part of your
2:29
question because we don't make that
2:31
decision um uh but uh certainly press
2:34
the case in a number of areas where we
2:37
think the tariff should be lifted lifted
2:39
sorry um and specifically uh I'll give
2:42
an example with with respect to uh the
2:45
scourge of fentanyl and uh the efforts
2:47
uh the considerable efforts that have
2:49
been made at the our border uh and
2:51
behind the border in terms of uh raids
2:53
as well uh huge investments in border
2:56
personnel in drone surveillance blackhog
2:59
surveillance uh Uh and then those are
3:03
being reinforced uh as you would have
3:06
seen uh during the campaign uh
3:08
commitments to another 2,000 in effect
3:11
uh border a thousand border guards
3:13
through CBSA another thousand RCMP uh
3:15
further efforts there and what we're
3:17
seeing is uh huge results for this
3:21
Canada's contribution to this problem
3:23
crossber problem uh was always very
3:26
small but it's down by over 90% uh with
3:28
the efforts and it is an absolute focus
3:31
of the government So uh that is an
3:33
example of of where we would see the
3:34
case being very strong um uh for the
3:37
tariffs to be removed We've made that
3:39
case We'll see We'll see where that goes
3:41
Um in other areas the tariffs are in our
3:47
view not in the interests of American
3:50
competitiveness and jobs Um we have more
3:53
work to do on making those cases Uh on
3:55
that question okay Stephen take a
3:57
follow-up So last question please Thank
3:58
you This is Val Monga from the Wall
4:00
Street Journal Given what's happened
4:01
with the USMCA and the tariffs that
4:03
Canada's facing how do you trust that
4:04
the US right now is negotiating in good
4:06
faith and how do you trust any deal you
4:08
sign with uh we'll make that
4:09
determination over the course of the
4:11
negotiations I mean that's the that's
4:14
the bottom line on that It's a process
4:17
uh you see uh and I would I would
4:20
emphasize the following which is that um
4:23
uh we have been in the process as most
4:26
would know uh of an election Um and so
4:30
this is the point at which a serious
4:32
discussion begins Um and so we had u uh
4:37
the president uh at his invitation I'm
4:39
here He welcomed us We had a very
4:42
substantive wide-ranging discussion uh
4:46
with the president but in the presence
4:47
of the vice president the secretary of
4:49
commerce the secretary of uh of um
4:52
foreign affairs Um and and beyond his
4:55
chief of staff as well Now I'm in
4:57
trouble Steven Miller
4:59
Uh I think that covers it That covers it
5:02
I hope so
5:04
Um
5:06
and we have some very specific things to
5:08
follow up on and and and and build out
5:10
from that and in any negotiation then
5:13
you make a determination uh uh based on
5:15
that It also part of what you make a
5:18
determination based on is are the
5:20
incentives aligned in the in the
5:23
agreement that you get Um and I think
5:27
the lesson would be uh of this
5:30
experience is to ensure that the
5:32
incentives are align and durably so uh
5:36
between the two countries and that is a
5:38
way that agreements are self-reinforcing
5:41
Thank you very
