Heart-broken again? What if Mark Carney won't meet Alberta's demands?
May 18, 2025
You have nine demands on the table that you would like to see dealt with in the next 6 months. My question is what do you believe the reaction of Albertans, not the rest of the country, just Albertans … what the reaction of Albertans will be if those demands that you have on the table are not met. In other words, what is the risk for the prime minister, for the Canadian government, for Canada, what is the risk of not dealing with those nine issues?

your first question comes from the line
0:03
of Rick Bell with Post Media Please go
0:06
ahead Uh good uh good morning Premier Um
0:11
I know you met with Prime Minister
0:12
Carney two weeks ago and and you were
0:14
quite positive and I know you're hoping
0:16
for the best and I know you're an
0:18
optimist at heart
0:21
but actions have consequences and
0:23
inactions have consequences You have
0:25
nine demands on the table that you would
0:27
like to see dealt with in the next 6
0:30
months My question is what do you
0:34
believe the reaction of Albertans not
0:37
the rest of the country just Albertans
0:39
what the reaction of Albertans will be
0:43
if those demands that you have on the
0:47
table are not met in other words what is
0:50
the risk
0:52
uh for the prime minister for the
0:55
Canadian government for Canada what is
0:57
the risk of not
1:00
dealing with those nine issues and and
1:03
following through and and uh getting
1:06
that new deal that you want
1:10
maybe I'll I'll put it in practical
1:11
terms because I I know that the federal
1:14
government is seeking input on projects
1:18
that might qualify for a fasttrack
1:20
process And so that's what I'll be
1:22
looking at as an indicator of whether
1:25
the federal government is going to meet
1:27
us partway because uh the project I've
1:30
put on the table is a revival of the
1:33
northern gateway pipeline to port of
1:36
Prince Roupert because when you look at
1:38
that um that particular route it gives
1:42
us access to all the Asian markets and
1:44
gives us a preference of being able to
1:47
get our product there over any country
1:49
in the world We've got uh eight days or
1:52
10 days to South Korea and to and to
1:55
Tokyo and then going on to the uh east
1:58
coast of of India and all the other
2:00
nations in between And so being able to
2:03
create new markets uh there with
2:07
additional export of bumen is is going
2:10
to be incredibly important Some of the
2:12
the biggest refinery in the world of our
2:14
heavy oil of heavy oil is in India There
2:17
are four Korean refineries that have
2:19
already received shipments of Trans
2:21
Mountain uh heavy oil and they like it
2:23
and they want more of it So what does
2:25
that mean well they'd have to have a
2:28
fasttrack process to approve that
2:29
pipeline So we're not waiting 10 years
2:31
and so that it is derisked to a point
2:33
where somebody will come along and build
2:34
it And if you're going to have that
2:36
pipeline end at Porter Prince Roupert
2:38
well they're going to have to do a
2:39
carveout on the tanker band so that we
2:40
can load it onto a boat and get it
2:42
overseas And if you do all of that then
2:45
you're going to have probably have to
2:47
take the uh the ties off of our energy
2:50
industry to talk about how we're going
2:52
to reduce our emissions without facing
2:54
criminal penalty because right now
2:56
that's called greenwashing under their
2:57
bill 59 and to be able to get uh support
3:01
Uh we we'd have to talk about the
3:03
pathways project and how we might be
3:05
able to decarbonize the production And
3:06
that means no emissions caps because if
3:08
you want to increase your export you
3:11
can't have an emissions cap which which
3:12
acts as a production cap And on top of
3:14
that we have a framework for how our our
3:18
uh carbon emissions are priced which
3:19
we've been doing since 2007 And we've
3:22
heard you can't go below above $100
3:25
otherwise it's going to create an
3:26
economic environment where people won't
3:28
invest here So that means they can't
3:30
layer on their own carbon tax regime So
3:33
those are like five things right there
3:35
that they would signal to me that they
3:38
were serious about changing things if
3:40
they agreed to the Porter Prince Roupert
3:42
revival of Northern Gateway or something
3:44
like it So that's what I'm looking for
3:48
And uh I'm sure most Albertans are are
3:52
are looking for that too
3:55
Um if that doesn't happen if Alberta's
3:59
heart gets broken yet again uh and
4:02
you've seen this movie many times and
4:05
you've heard people speak very
4:06
positively and then in the end nothing
4:08
happens
4:10
Um what what is what is the risk if you
4:14
want to national unity
4:17
um if if we can't get that which is as
4:21
you say a very specific hands-on project
4:25
if that if that can't be accepted and
4:28
what goes along with that what do you
4:30
think the reaction of Albertans will be
4:32
to that if it is rejected and what do
4:34
you think that means for confederation
4:37
well let me answer in a very practical
4:39
way again because I know that there are
4:43
several projects that are being floated
4:46
to um the uh US Secretary of the
4:49
Interior Doug Bergam that would get more
4:52
of our oil and gas out of Alberta and
4:55
into the United States And then I would
4:57
say to my colleagues again what do you
5:00
think it's going to do to national unity
5:01
that it's easier for Alberta to get its
5:04
product traded to the United States than
5:06
through British Columbia or through
5:09
Eastern Canada and then we're going to
5:11
have to have that conversation because
5:12
that is the problem that we have right
5:14
now is that we all have stronger ties
5:17
north south than we do east west And so
5:19
I'll be looking at that as an indicator
5:21
of whether words were said just to win
5:24
elections um or whether words were said
5:26
because we're serious about trading with
5:29
each other and supporting each other and
5:31
we're serious about finding new markets
5:33
for our products So I think we'll know
5:35
pretty soon Rick about whether or not
5:37
we're going to have to switch our focus
5:40
to continuing to expand our relationship
5:42
with the United States or whether our
5:44
neighbors are going to be serious about
5:46
uh not just having us on team Canada but
5:48
team Canada being on team Alberta
5:51
Go ahead Tim Hey Tim Brooks CTV Um I I
5:54
I'm just having a tough time getting an
5:56
answer on this one from your government
5:57
So I'm hoping to kind of figure out
6:00
amendments made last minute to Bill 54
6:03
in the name of honoring respecting
6:05
treaty rights etc So can you give us a
6:07
tangible example of how that could be
6:09
used in the future if there is a
6:11
separation referendum because a lot of
6:13
First Nations chiefs or maybe all First
6:15
Nations chiefs would argue that the only
6:17
way you can honor and respect treaty
6:19
rights is just by dropping this
6:20
separation conversation Well I would say
6:23
that um no one is saying that to Quebec
6:25
Um Quebec has has 30 23 block uh MPs and
6:29
they have a party Quebec that is pulling
6:32
at the highest amount And so it seems to
6:34
me that's a question for scholars legal
6:36
scholars to answer It's a question
6:37
that's been put to the Supreme Court and
6:39
the Supreme Court answered it It's been
6:42
addressed in the Clarity Act about uh
6:44
self-determination And so I think those
6:46
are are details that I would I would
6:48
leave to the lawyers to sort out As you
6:50
know there um uh at the moment there are
6:53
no petition campaigns There's no
6:54
referendums planned I have always said I
6:56
support a sovereign Alberta within a
6:58
united Canada and my job is to get a new
7:00
deal with with Canada which is what I'm
7:03
going to be spending my time
