this is Bay Radio Bay radio for you on a
0:04
Wednesday afternoon and joining us now
0:06
on the phone is British ambassador to
0:09
Spain Huw Elliot we appreciate you
0:11
making the time to speak to us this
0:12
afternoon ambassador when we spoke a few
0:17
months ago Brax it looked like the
0:18
biggest challenge for all of us in the
0:20
past week that's changed the most
0:22
dramatic of circumstances what message
0:24
do you have for expats and holidaymakers
0:26
here in Spain
0:27
you're quite right it certainly has the
0:32
pandemic is quite clearly our biggest
0:34
challenge right now and the message I'd
0:38
have is that no we here my entire
0:41
network in Spain of embassy and
0:44
consulates the government back home
0:46
we're working very closely with the
0:49
Spanish government and the Spanish
0:50
authorities and in particular also for
0:52
those who are looking to go home working
0:54
with the travel companies and the
0:55
airlines to try to make sure that we get
0:59
British citizens where they want to be
1:01
safe and sound and my second message
1:04
would be of course we have the state of
1:06
emergency v SW anima which has been
1:09
declared on Saturday night Saturday and
1:12
so while that remains in force and it
1:14
looks like it's set to be enforced for
1:15
some time is really important that
1:18
anybody in Spain sticks to the rules I'm
1:22
sitting here at home working from home
1:25
we've got very clear restrictions on
1:27
movement allowed to go out for what we
1:29
don't I hope that's all well understood
1:31
we can talk about that if you want but
1:32
everybody's safety for everybody's
1:34
health is really important that we beat
1:36
this pandemic together I'm gonna go
1:38
first to what you've just said now
1:40
initially we knew the lockdown was going
1:41
to be 15 days there are some rooms
1:44
already circulating today that it could
1:47
well be to the 12th of April I know you
1:50
said that's possible that that would be
1:51
extended as a decision be made on that
1:53
yet no I don't think that any decision
1:56
has been made I think though if you look
1:58
around the the the course of the
2:03
epidemic in different countries it looks
2:07
to be something that is not going to be
2:09
sorted out in the two weeks that the
2:12
initial
2:13
period of the state of emergency has
2:15
been declared for I think we can all
2:17
probably see that and I know that some
2:20
politicians in Spain have already made
2:23
clear for example some opposition
2:24
parties that they would support the
2:26
extension of the state of emergency
2:27
because it has to go to Congress to be
2:30
extended for the extension to remain in
2:34
force which were they of course after
2:35
two weeks after the first two-week
2:37
period and do you know when we're
2:39
expecting a decision on that will that
2:40
be later rather than earlier sorry if
2:42
you were to say at this stage right if
2:44
you were to say at this stage but our
2:45
working assumption at the moment you
2:46
know we can all speculate but our
2:48
working assumption is that we are we're
2:51
going to be in this position for several
2:53
weeks at least any specific instructions
2:56
ambassador for our large number of
2:58
pensioners here of course as we know the
2:59
elderly at most risk from this
3:01
coronavirus strain so absolutely and
3:04
it's we've all seen the the figures and
3:08
we know that it is particularly risky
3:12
for those who are older so it's all the
3:18
more important that those in that
3:21
category do follow the rules to stay at
3:24
home except if you have to go around for
3:27
shopping or essential items and look
3:29
after yourselves and that all of us look
3:31
after each other remotely as it has to
3:33
be these days so we're all learning a
3:35
little bit about giving ourselves both
3:38
there's some moral support from a
3:41
distance because we can't actually be
3:42
together so I think it's particularly
3:44
important for those in those of us who
3:47
are a bit older to to pay particular
3:50
attention to looking after yourselves
3:53
follow the rules because they're all
3:55
about keeping you safe
3:57
I know ambassador that you're very
3:59
grateful to the way that charities on in
4:02
the expat community help people and
4:05
throughout the normal period of time a
4:07
lot of them are stepping up right now
4:08
and specifically helping out people who
4:11
can't get out of the house and those
4:13
that feel that they they're probably too
4:15
frail to venture out to the supermarkets
4:17
we the charities are doing a fantastic
4:20
job I'm hearing a little bit about that
4:24
through my team and from how
4:26
men sort of many of them when I was last
4:28
down on the coast of Lanka I I know
4:31
they're doing an amazing job but I can
4:33
for every confidence that they will be
4:36
just like everybody actually there's a
4:38
lot of solidarity around people are
4:39
stepping up to help out those who need
4:41
help and that's absolutely fantastic we
4:43
know that there are lots of British
4:45
businesses here and British autonomy
4:47
workers in Spain we've been hearing
4:49
about Spanish financial help will any of
4:53
that Spanish aid come to Brits perhaps
4:56
or will the UK government be able to
4:58
help expats as far as that scenario is
5:01
concerned ambassador I I think that if
5:04
you're if you're working in Spain then
5:06
it's the Spanish government did you need
5:08
to look - it was certainly a
5:10
extraordinary package of help that the
5:13
Spanish government announced yesterday
5:15
in total of two hundred two hundred
5:18
billion euro package a large part of
5:20
that for example is in credit lines and
5:22
guarantees for companies to help them
5:24
rollover loans meet bills and so on and
5:29
also for those who those companies small
5:32
companies I mean this is a very
5:34
unfortunate but necessary enforced
5:36
suspension of activity there's help for
5:40
companies who may have to stop work or
5:43
temporarily lay off workers to reduce
5:45
their social security contributions and
5:48
and so on so the risk there is a really
5:51
important package of measures have been
5:52
put in place already and I wouldn't
5:55
discount at all that there might well be
5:56
more to come because this is a very
5:58
fast-moving situation and everybody is
6:00
very conscious that it's not only a
6:02
public health emergency but it's also an
6:05
economic emergency and of course those
6:07
of us that live here we all have
6:09
mortgages or we're paying rent and
6:11
that's a big concern especially given
6:13
the employment situation with most
6:16
companies now absolutely that's
6:18
absolutely right and so this is why
6:21
these measures which we're still looking
6:24
at and we're still digesting the detail
6:25
of that as I said they only came back
6:26
yesterday afternoon and what we will do
6:28
is we will make sure that the we get an
6:32
understanding of this and the
6:34
information out in English for people
6:36
appropriate so we're living here in
6:37
Spain so that people can have the latest
6:39
information it's not
6:40
we would normally do we would normally
6:42
sort of assume that people who are sort
6:43
of living here have got access to all
6:45
the rules and regulations but these are
6:46
exceptional circumstances that we want
6:48
do our best to get get information about
6:51
these measures and to bridge in Spain
6:54
indeed ambassador Spanish Prime Minister
6:56
Pedro Sanchez said yesterday
6:57
extraordinary times require
6:59
extraordinary measures and today he's
7:01
been speaking to Congress not very many
7:03
of them actually in the building to be
7:06
honest but he said the hardest part is
7:08
yet to come just said that earlier how
7:11
many meetings been going with the
7:12
Spanish government and indeed London
7:14
well we've been as I said I think a bit
7:16
earlier we've been talking I've been
7:18
talking quite a lot to the Spanish
7:19
government as you'd expect I've been
7:21
speaking to
7:21
for example the Foreign Minister the
7:23
tourism most their officials and all
7:25
sorts of different parts of the system
7:27
foreign secretary Dominick Robb spoke to
7:30
the Spanish Foreign Minister and check
7:31
on fellows mayor last night because I
7:34
think as I said we're all in this
7:35
together and what we're trying to do is
7:37
to make sure that we can as possible
7:40
look after people keep them safe and
7:44
slow down and stop this pandemic we're
7:49
going to carry on doing that and we're
7:52
going to carry on working very closely
7:53
with the Spanish to do that there really
7:55
isn't the rhythm that has breath between
7:58
us in terms of our approach this
8:01
ambassador we've had quite a few
8:02
questions from people who are concerned
8:04
and obviously lots of different people's
8:06
situations are different generally we're
8:09
having the situation where fairies have
8:12
been canceled and people now don't know
8:14
how to get back they're asking whether
8:16
they can drive through Spain up through
8:18
France to the Channel Tunnel some of
8:20
them are traveling with pets there are
8:22
other people who have flights booked to
8:24
the UK from the cost of Blanc and other
8:26
parts of Spain for early April and
8:29
they're asking do we just sit and wait
8:32
some people are in their holiday homes
8:34
which they own others are in rented
8:37
holiday homes it's a very fluid
8:38
situation as I appreciate what can you
8:40
say to them today though well as you as
8:43
you've just described Cal there I you
8:45
know that it depends a lot on your
8:47
personal situation but the overall
8:48
message I would say is if your resident
8:51
in Spain obviously stay put but if
8:54
you're not
8:55
then our advice is that you look to make
8:58
your way back to the UK as soon as
9:00
possible we changed our formal travel
9:02
advice late last night involved in the
9:05
in the light of folks of know just how
9:07
things are evolving to provide that
9:10
advice and that's why we're working very
9:12
closely with the Airlines ferry
9:14
companies to try to make sure that all
9:17
the services are available I'm known for
9:18
example that I think some 25 flights
9:21
went out from and we can't say yesterday
9:23
another similar sort of numbers going
9:25
out today so services are still running
9:27
and we're going to try to make sure that
9:29
they continue to run now yes you can
9:32
drive up through Spain yes you can drive
9:34
through France the French have put in
9:36
place a system whereby you need a
9:39
self-certification a declaration in
9:42
order to you may be asked to produce
9:44
that if you're driving through France
9:46
you ask not to stop a part from for food
9:47
or for petrol and to make your way up
9:50
and at the moment the cross-channel
9:51
ferries are still are still running but
9:53
the two things we particularly ask
9:55
people to do if you're looking to go
9:57
home is to look at the website of your
9:59
travel provider whether that's a ferry
10:01
company whether that's an airline often
10:03
the website is a better place to go to
10:04
because everybody's swamped with calls
10:06
at the moment so I would say first it
10:08
would be the website call if you need to
10:10
if you're really in trouble for some
10:12
reason and you need consular assistance
10:13
then by all means call our consulates
10:15
and also the final place to look for the
10:18
latest advice we're putting everything
10:19
up on the travel advice pages on gov dot
10:22
uk' so if you're going through France
10:23
look for the travel advice pages on
10:26
France on gov dot UK and we're trying to
10:28
put everything we possibly can there
10:30
it's being updated constantly and I
10:32
should say that we're working we're
10:34
working pretty much right down to try to
10:35
do the best possible job we can all from
10:37
very poor the embassy and consulates are
10:40
still open but there are very few people
10:42
there because we are following the rules
10:44
with the default is working from home
10:45
there are a few people naturally in the
10:47
offices these days indeed must have been
10:50
speaking to a number of your staff today
10:51
and they're doing a fantastic job as
10:53
always and I know that you've pretty
10:55
much have been flat out on this 24/7
10:57
really since last week impact I think
10:59
Wednesday was when things started to
11:01
change quite dramatically and we
11:02
appreciate your time for speaking to us
11:04
that this afternoon
11:05
thank you very much Cal it's a pleasure
11:07
and
11:09
like the Spanish saying that's doing the
11:11
rounds on social media sticking together
11:13
we'll get through this and we will beat
11:15
this pandemic
11:23
you
