While rejecting the US characterisation of Brazilian gangs as terrorist organisations, Lula argued that criminal factions nonetheless function as terrorists toward ordinary residents in Brazil's peripheral neighbourhoods, citing families living in fear, children attending school, and residents forced to pay illegal levies for cooking gas and government benefits.
