Why stormwater and sewer manhole lids need to be bolted down

If you have ever wondered why some sewer and stormwater lids need to be bolted down, it so in cases where flooding is possible that the lid doesn't float away. This video is of a stormwater manhole that had water coming out of it after heavy rains.
