### Ingredients:
- 6 slices bacon, diced
- 1 onion, chopped
- 2 stalks celery, diced
- 3 cloves garlic, minced
- 3 cups diced potatoes
- 2 (10 oz) cans chopped clams, juices reserved
- 1 cup water or clam broth
- 2 cups milk
- 2 tablespoons all-purpose flour
- Salt and pepper to taste
- Chopped fresh parsley for garnish
### Instructions:
1. In a large pot, cook the diced bacon over medium heat until crispy. Remove the bacon with a slotted spoon and set aside, leaving the bacon fat in the pot.
2. Add the chopped onion and celery to the pot. Cook until softened, about 5 minutes. Add the minced garlic and cook for another minute.
3. Stir in the diced potatoes, reserved clam juice, and water or clam broth. Bring to a simmer and cook until the potatoes are tender, about 15 minutes.
4. In a separate bowl, whisk together the milk and flour until smooth. Pour the mixture into the pot, stirring constantly. Cook until the chowder has thickened, about 5 minutes.
