You can start this even right after the tutorial. It's not very profitable but if you don't have time to active gather or hate gathering it can be an option to get your gathering level up (use less energy and less durability use on tools, and more procs from gathering). If you are looking to do alchemy farming or blast water in desert it is better to hold onto the purfieid water for later and you will use tons of it.
