On the Senate floor, Senator Lisa Slokin
0:02
of Michigan urges Congress to renew the
0:04
expired Cyber Security Information
0:06
Sharing Act, a critical law that
0:08
incentivizes companies to report cyber
0:10
attacks. Watch her appeal to lawmakers
0:13
right here.
0:13
On October 1st, the Cyber Security
0:15
Information Sharing Act of 2015 expired
0:19
this last October or this last October
0:21
1st. That means that companies are no
0:23
longer incentivized to report hacks to
0:26
the federal government. When a company
0:28
self-reports a cyber attack, there is no
0:30
longer a law to prevent the Justice
0:32
Department from using that admission
0:35
against them. And companies once again
0:37
are incentivized to hide hacks from the
0:39
government, which makes us all less
0:41
safe. Companies have to see the
0:43
government as an ally, not as a threat.
0:45
And our safety depends on it. Because
0:47
unlike other threats like tanks and
0:50
nukes and subs, the weapons used in
0:52
cyber crimes are not created, owned, and
0:55
controlled by a government. They are
0:57
from the private sector. So we have to
0:59
work together to prevent these attacks.
1:01
This law has already been consequential.
1:03
Department of Homeland Security used it
1:05
to respond to China's relentless salt
1:08
typhoon campaign which targeted every
1:11
single American's unencrypted phone
1:12
calls and text messages. And as long as
1:15
the law remains expired, America is less
1:18
safe. As long as we refuse to renew it,
1:21
we are moving backwards in keeping the
1:23
country secure. So today, very simple.
1:26
I'm calling on my colleagues to renew
1:28
these protections for another 10 years.
1:30
They're renewed for 10 years at a time
1:32
so we can restore our cyber security
1:33
defenses and better protect our nation.
1:35
There's no good reason not to renew it.
1:38
Businesses support it. The Trump
1:40
administration supports it. My
1:42
colleagues on both sides of the aisle
1:44
support it.
1:45
I know there's a proposal out there to
1:47
extend the law instead of 10 years for
1:49
just five weeks in the House's version
1:51
of the temporary funding bill, but it's
1:54
such a pivotal time for something that's
1:56
actually a bipartisan consensus idea.
1:59
Half measures shouldn't do. We've known
2:02
that this was going to expire for 10
2:03
years. Americans deserve us to not just
2:06
deserve for it to have us not kick the
2:07
can down the road just for another five
2:09
weeks. There's too much at stake
2:12
particularly given the losses among the
2:14
American public. So some things are
2:16
bitter bigger than party politics and
2:18
national security should always be one
2:20
of them. This law is essential to
2:22
keeping the c country safe to keeping
2:24
Americans safe. So I urge my colleagues
2:26
to renew it. For more congressional
2:28
news, stay tuned to Congress Clips.
