It means that the person, who is usually a leader, places his strong hand, (left or right) on the head of an individual and makes a declaration over the person depending on the reason for laying on of hands. Some of the biblical reasons for laying on of hands include: praying, receiving the Holy Ghost, healing of the sick, impartation, stirring up the gift, ordination, and more. It is one of the foundational doctrines that the Church of Jesus Christ is built on. “Therefore leaving the principles of the doctrine of Christ, let us go on unto perfection; not laying again the foundation of repentance from dead works, and of faith toward God” (Hebrews 6:1). “Of the doctrine of baptisms, and of laying on of hands, and of resurrection of the dead, and of eternal judgment” (Hebrews 6:2). “And this will we do, if God permit” (Hebrews 6:3).
